The question of why countries give aid and assistance to other countries has long been a topic of debate- is it altruism, or selfishness? The assumption is sometimes made that donors from developing countries might be more motivated by altruism than 'traditional' western donors. This book demonstrates that on the contrary, the provision of development assistance can be used to serve national interests, allowing so-called 'emerging' donors to gain soft power in the international sphere by improving their image and global influence.
Technical cooperation, or the transfer of knowledge, is an area of particular interest, as it can enable donors to position themselves as a global leader in a given field, with a unique set of skills and expertise in a knowledge area. This book uses the Brazilian case to demonstrate how a country such as Brazil can seek power and influence by providing no-strings-attached technical assistance. The empirical analysis unpicks the motivations behind development assistance, and how it can be used as a foreign policy tool. In doing so, the book sheds light upon the similarities and variations in the provision of technical cooperation as a foreign policy tool by China, India, and Brazil. Описание: This work discusses the effectiveness of the sets of policies employed by the government over a fifty-year period spanning 1958 to 2008 in the effort to foster the growth and development of the economy. It concludes that Trinidad and Tobago has underperformed in respect of its growth and development. Compared with other countries more or less similarly placed around 1960, Trinidad and Tobago has not achieved in key areas of health-care delivery, education access, and income and wealth, notwithstanding its substantial resources of oil and gas. <br><br> Historically, Trinidad and Tobago’s economy cycles from boom to bust depending on what happens to the price of oil. The carefree, undisciplined lifestyle of most of the population is occasionally perturbed by a paroxysm of social unrest. Downturns are accompanied by ritual incantations by government officials of the need for “diversification” to reduce the country’s dependence on oil and the energy-based industries, the formation of new committees, task forces and boards, and considerable hand-wringing and angst about the “sustainability” of government fiscal operations. Seemingly bold new initiatives and projects are announced, and all the while people wait and secretly hope for a quick turnaround in the price of oil, ammonia, methanol and natural gas so that rents will again begin to accrue, government spending programmes can restart and the fête can resume. Trinidad and Tobago will not achieve its potential for development unless and until this cycle is broken.

Описание: The agriculture sector can play an important role in poverty reduction and sustained growth in Afghanistan, primarily through job creation, improved productivity, and inclusiveness. Using an 'agricultural jobs lens' and multidimensional approach, this report explores the sector's direct and indirect roles in explaining the dynamics of rural employment. The report critically examines three dimensions. First, it evaluates the current jobs structure in rural areas and finds that rural jobs are concentrated in cereal agriculture, especially in wheat, which reflects why the returns from jobs in agriculture are low in Afghanistan. Second, it analyzes the inclusive nature of agriculture jobs for vulnerable groups such as women, youth, those who are landless, and the bottom 40 percent of income earners. The analysis finds that although agriculture jobs are inclusive, many women and youth participate as voluntary family workers because they are unable to access markets and/or find paid jobs in the nonfarm sector. Third, the report evaluates the role of public and private sector interventions in supporting job creation in agriculture. It was argued that interventions can work and that there is significant scope to scale them up. Overall, the report exhibits many insights about the state of Afghanistan's rural labor market and provides guidance for formulating effective job-creation policies for the rural population. The key recommendations provide a pathway to achieve sustained and inclusive job growth through diversification toward high-value crops and livestock, linking farmers to markets through continued investment in connectivity and rural infrastructure, a balanced development strategy for an enabling environment for farm and nonfarm sectors, and strengthening the private sector presence in agriculture and its linkage with the public sector to agribusiness. In tandem, it is important to improve the design structure of jobs measurement for rural jobs, especially jobs in agriculture tailored to sectoral context.
