It discusses the assumptions and the effects of explanations of deviant behaviour, ambiguities in representations of young people’s agency and responsibility, differing assumptions about the moral potential of Roma and Caucasian families, and the reframing of assessments in school-based reports as signals of delinquency. The book reflects on how to address the ‘discursive harms’ identified and calls for a review of protection practices and ideals from a fundamental rights perspective. This book contributes to a topic that will have increasing significance for youth justice practice in Belgium as well as the rest of Europe.

Описание: Political controversy about migration is becoming more frequent, more heated, and for certain groups, decidedly more urgent. This raises pressing questions not only in the realms of policy-making and public discourse, but also for philosophical accounts of migration. Do liberal states have the right to exclude unwanted outsiders, or should all borders be open? How should we begin to theorize the morality of refugee and asylum policy? If states can exclude unwanted outsiders, what ethical principles govern the determination of who gets in? Justice, Migration, and Mercy offers a way in which these questions might be answered by providing a vision of how we can understand the political morality of migration. Michael Blake offers a novel, and plausible, account of the right to exclude on which that right is grounded on a more fundamental right to avoid unwanted forms of political relationship. Far from simply justifying exclusion, however, Blake examines the best justifications for exclusion in an effort to determine its limits. In doing so, he challenges the current global realities of migration which ensure open borders for a select few and closed borders for the majority, most often the most marginalized in society. His account sheds light on more specific questions of justice in migration, such as the permissibility of travel bans and carrier sanctions. He also offers a particular vision about how to go beyond questions of right and liberal justice, towards a declaration of the sort of community we wish to be. Blake then identifies the moral notion of mercy as a central one for the moral analysis of migration, a move which leads to the conclusion that we ought to show mercy and justice in constructing migration policy as well as in public debate.
Since the 1990s, Junior Reserve Officer Training Corps (JROTC) programs have experienced unprecedented expansion in American public schools. The program and its proliferation in poor, urban schools districts with large numbers of Latina/o and African American students is not without controversy. Public support is often based on the belief that the program provides much-needed discipline for "at risk" youth. Meanwhile, critics of JROTC argue that the program is a recruiting tool for the U.S. military and is yet another example of an increasingly punitive climate that disproportionately affect youth of color in American public schools. Citizen, Student, Soldier intervenes in these debates, providing critical ethnographic attention to understanding the motivations, aspirations, and experiences of students who participate in increasing numbers in JROTC programs. These students have complex reasons for their participation, reasons that challenge the reductive idea that they are either dangerous youths who need discipline or victims being exploited by a predatory program. Rather, their participation is informed by their marginal economic position in the local political economy, as well as their desire to be regarded as full citizens, both locally and nationally. Citizenship is one of the central concerns guiding the JROTC curriculum; this book explores ethnographically how students understand and enact different visions of citizenship and grounds these understandings in local and national political economic contexts. It also highlights the ideological, social and cultural conditions of Latina/o youth and their families who both participate in and are enmeshed in vigorous debates about citizenship, obligation, social opportunity, militarism and, ultimately, the American Dream.
