Описание:
Accountability of Policing provides a contemporary and wide-ranging examination of the accountability and governance of 'police' and 'policing'. Debates about 'who guards the guards' are among the oldest and most protracted in the history of democracy, but over the last decade we have witnessed important changes in how policing and security agencies are governed, regulated and held to account. Against a backdrop of increasing complexity in the local, national and transnational landscapes of 'policing', political, legal, administrative and technological developments have served to alter regimes of accountability. The extent and pace of these changes raises a pressing need for ongoing academic research, analysis and debate.
Bringing together contributions from a range of leading scholars, this book offers an authoritative and comprehensive analysis of the shifting themes of accountability within policing. The contributions explore questions of accountability across a range of dimensions, including those 'individuals' and 'institutions' responsible for its delivery, within and between the 'public' and 'private' sectors, and at 'local', 'national' and 'transnational' scales of jurisdiction. They also engage with the concept of 'accountability' in a broad sense, bringing to the surface the various meanings that have become associated with it and demonstrating how it is invoked and interpreted in different contexts.
Accountability of Policing is essential reading for academics and students involved in the study of policing, criminal justice and criminology and will also be of great interest to practitioners and policymakers.
Описание: The malign and long-lasting influence of Chicago police commander Jon Burge cannot be overestimated, particularly as fresh examples of local and national criminal-justice abuse continue to surface with dismaying frequency. Burge's decades-long tenure on the Chicago police force was marked by racist and barbaric interrogation methods, including psychological torture, burnings, and mock executions--techniques that went far "beyond the usual beating." After being exposed in 1989, he became a symbol of police brutality and the unequal treatment of nonwhite people, and the persistent outcry against him led to reforms such as the abolition of the death penalty in Illinois.
But Burge hardly developed or operated in a vacuum, as Andrew S. Baer explores to stark effect here. He identifies the darkness of the Burge era as a product of local social forces, arising from a specific milieu beyond the nationwide racialized reactionary fever of the 1960s and 1970s. Similarly, the popular resistance movements that rallied in his wake actually predated Burge's exposure but cohered with unexpected power due to the galvanizing focus on his crimes and abuses. For more than thirty years, a shifting coalition including torture survivors, their families, civil rights attorneys, and journalists helped to corroborate allegations of violence, free the wrongfully convicted, have Burge fired and incarcerated, and win passage of a municipal reparations package, among other victories. Beyond the Usual Beating reveals that though the Burge scandal underscores the relationship between personal bigotry and structural racism in the criminal justice system, it also shows how ordinary people held perpetrators accountable in the face of intransigent local power.

Описание: This book offers a collection of original contributions to current research available on Circles of Support and Accountability (CoSA) by engaging with current literature and unpublished research in the field. The book explores the role of narrative identity in desistance from sexual crime and how CoSA maps onto this, as well as a history of CoSA across the world. The text then moves into an empirical section, reporting on some unpublished findings, including an evaluation of a new prison-based CoSA in the UK. Lastly, the experiences of service users and the influence of media perceptions are explored, offering a space for the ‘unheard voices’ as well as consideration of future directions for practitioners. The book is relevant not just to psychologists, criminologists, social workers and students, but to practitioners and the general public with an interest in learning about CoSA.The editors of this volume have all been involved in the setting up of the Safer Living Foundation, a charity formed in 2014 to reduce and prevent sexual offending.
Описание: A critical look at the realities of community policing in South Los AngelesThe Limits of Community Policing addresses conflicts between police and communities. Luis Daniel Gasc n and Aaron Roussell depart from traditional conceptions, arguing that community policing--popularized for decades as a racial panacea--is not the solution it seems to be. Tracing this policy back to its origins, they focus on the Los Angeles Police Department, which first introduced community policing after the high-profile Rodney King riots. Drawing on over sixty interviews with officers, residents, and stakeholders in South LA's "Lakeside" precinct, they show how police tactics amplified--rather than resolved--racial tensions, complicating partnership efforts, crime response and prevention, and accountability. Gasc n and Roussell shine a new light on the residents of this neighborhood to address the enduring--and frequently explosive--conflicts between police and communities. At a time when these issues have taken center stage, this volume offers a critical understanding of how community policing really works.
