Описание: Exporting British Policing is a comprehensive study of British military policing in liberated Europe during the Second World War. Preventing and detecting thefts, receiving and profiteering together with the maintenance of order in its broadest sense are, in the peacetime world, generally confided to the police. However, the Second World War witnessed the use of civilian police to create a detective division of the British Army's Military Police (SIB), and the use of British civilian police, alongside American police, as Civil Affairs Officers to restore order and civil administration.
Part One follows the men of the SIB from their pre-war careers to confrontations with mafiosi and their investigations into widespread organised crime and war crimes during which they were constantly hampered by being seen as a Cinderella service commanded by 'temporary gentlemen'. Part Two focuses on the police officers who served in Civil Affairs who tended to come from higher ranks in the civilian police than those who served in SIB. During the war they occupied towns with the assault troops, and then sought to reorganise local administration; at the end of the war in the British Zones of Germany and Austria they sought to turn both new Schutzm nner and police veterans of the Third Reich into British Bobbies.
Using memoirs and anecdotes, Emsley critically draws on the subjective experiences of these police personnel, assessing the successes of these wartime efforts for preventing and investigating crimes such as theft and profiteering and highlighting the importance of historical precedent, given current difficulties faced by international policing organizations in enforcing democratic police reform in post-conflict societies.

Описание: The rise of Ottoman Sarajevo in the late fifteenth and sixteenth centuries is emblematic of a unified new Muslim community whose conversion to Islam and booming social and economic growth unified both the city and its hinterland. Primarily based on a wide array of Ottoman administrative sources, this monograph builds on earlier studies of Sarajevo and other Ottoman cities to analyze the critical social and economic factors behind these developments.Numerous references to manumitted slave converts to Islam can be found among Sarajevo’s pious foundations. Many of these manumitted slaves held hereditary posts in the pious foundations, thus becoming part of the urban elite. In the countryside, Muslims dominated rural elites from the initial Ottoman conquest onwards. The peasants and petty nobility converted much more gradually. Their steady conversion can be partially tied to the practice of disproportionately distributing privately-held arable land to Muslims and Muslim converts.These new converts became critical participants in the city’s newly emerging economy. The manumitted slaves who staffed the pious foundations often distributed cash credit at interest to the merchantry and urban notables, helping fuel further economic development. Arable land holders often used their privileges to sell their lands to the highest bidder. The state, which often sanctioned such purchases, helped promote higher grain production and the expansion of urban elites into the countryside.

Sarajevo Under Siege offers a richly detailed account of the lived experiences of ordinary people in this multicultural city between 1992 and 1996, during the war in the former Yugoslavia. Moving beyond the shelling, snipers, and shortages, it documents the coping strategies people adopted and the creativity with which they responded to desperate circumstances. Ivana Ma?ek, an anthropologist who grew up in the former Yugoslavia, argues that the division of Bosnians into antagonistic ethnonational groups was the result rather than the cause of the war, a view that was not only generally assumed by Americans and Western Europeans but also deliberately promoted by Serb, Croat, and Muslim nationalist politicians. Nationalist political leaders appealed to ethnoreligious loyalties and sowed mistrust between people who had previously coexisted peacefully in Sarajevo. Normality dissolved and relationships were reconstructed as individuals tried to ascertain who could be trusted. Over time, this ethnography shows, Sarajevans shifted from the shock they felt as civilians in a city under siege into a "soldier" way of thinking, siding with one group and blaming others for the war. Eventually, they became disillusioned with these simple rationales for suffering and adopted a "deserter" stance, trying to take moral responsibility for their own choices in spite of their powerless position. The coexistence of these contradictory views reflects the confusion Sarajevans felt in the midst of a chaotic war. Ma?ek respects the subjectivity of her informants and gives Sarajevans' own words a dignity that is not always accorded the viewpoints of ordinary citizens.
