The findings suggest the causes of protest in 2010-2011 were not just political marginalisation and regime repression, but also denial of socio-economic rights and regimes failure to provide social justice. Data also shows these issues remain unresolved, and that populations have little confidence governments will deliver, leaving post-Uprisings regimes neither strong nor stable, but fierce and brittle. This analysis has direct implications both for policy and for scholarship on transformations, democratization, authoritarian resilience and ‘hybrid regimes’.

The project Youth Unem- ployment and Social Exclusion: Objective Dimensions, Subjective Experiences, and In- novative Institutional Responses in Six European Countries (YUSEDER) is supported by the Research Directorate General of the European Commission (DG XII) within the Targeted Socio-Economic Research Programme (TSER) of the 4th Framework Pro- gramme. The YUSEDER research project tries to answer some crucial questions with regard to the risk of social exclusion associated with long-term youth unemployment. The European Commission launched a call for proposals looking for new know- ledge of the key mechanisms linking the experience of long-term youth unemployment to various dimensions of social disintegration, conceived of in the theoretical frame- work of social exclusion. In this context, not only the mechanisms exacerbating the stress of unemployment (vulnerability factors) but also the protective mechanisms pre- venting or reducing the risk of social exclusion have to be taken into consideration. The second research question relates to new options of institutional and political inter- vention and counteraction in different national contexts. These analyses will be underta- ken in three Northern European countries (Sweden, Belgium, Germany) and three Sou- thern European countries (Spain, Italy, Greece).

Описание: Researchers have been grappling with finding an adequate means of defining poverty since the nineteenth century, yet no universal consensus exists today. Much of the debate has been concerned with whether poverty should be defined in absolute or relative terms. Today, most countries use income as a measure of poverty, and the extent of poverty in a country is assessed on the basis of a poverty line, as is the case in Barbados. Human deprivation cannot be accurately portrayed purely by of a lack of financial resources; however, a variety of factors, including unemployment, violations of human rights, increased migration, weakening of family ties, and reduced social and political participation may combine to severely reduce the quality of living conditions for large sectors of Caribbean society. Corin Bailey, Jonathan Lashley and Christine Barrow propose the use of a more comprehensive measure of deprivation, one that takes into consideration the range of resources or assets necessary to maintain an acceptable standard of living. They argue that the absence of critical physical, human, social and environmental assets leaves individuals and groups vulnerable to social exclusion and they offer a framework that provides a unique contemporary approach to the study of poverty in the Caribbean. Rather than relying solely on statistical data, the authors use qualitative data in the form of testimony from the excluded to allow them to explain, in their own words, the realities of exclusion that they face and the manner in which the absence of the assets described leaves them vulnerable to deprivation. This use of mixed methodology includes a survey of living conditions as well as qualitative participatory poverty assessments designed to adequately capture the experience of exclusion in Barbados and an institutional assessment that seeks to determine what government and civil society organizations have done to reduce poverty. Rethinking Poverty is a refreshingly innovative analysis of poverty in the region.
Since the mid-1990s, as China has downsized and privatized its state-owned enterprises, severe unemployment has created a new class of urban poor and widespread social and psychological disorders. In Unknotting the Heart, Jie Yang examines this understudied group of workers and their experiences of being laid off, "counseled," and then reoriented to the market economy. Using fieldwork from reemployment programs, community psychosocial work, and psychotherapy training sessions in Beijing between 2002 and 2013, Yang highlights the role of psychology in state-led interventions to alleviate the effects of mass unemployment. She pays particular attention to those programs that train laid-off workers in basic psychology and then reemploy them as informal "counselors" in their capacity as housemaids and taxi drivers.
These laid-off workers are filling a niche market created by both economic restructuring and the shortage of professional counselors in China, helping the government to defuse intensified class tension and present itself as a nurturing and kindly power. In reality, Yang argues, this process creates both new political complicity and new conflicts, often along gender lines. Women are forced to use the moral virtues and work ethics valued under the former socialist system, as well as their experiences of overcoming depression and suffering, as resources for their new psychological care work. Yang focuses on how the emotions, potentials, and "hearts" of these women have become sites of regulation, market expansion, and political imagination.
