Описание: This book provides a socio-historical analysis of the 2002 massacre at Bellavista-Bojay?-Choc?, Colombia. The author examines how the concepts of forced displacement and migration could be formulas for historical erasure. These concepts are used to name populations, such as the survivors of this massacre, and are limited in their ability to contribute to the demands for reparation of the affected populations. Instead, based on an ethnographic study of the pain and suffering generated in the survivors, the book proposes the concept of deracination as a tool to study land dispossession. It captures both the complex local specificities, the global linkages of this phenomenon and the strategies of resistance used by the people of this community to channel what seems as an impossible mourning.

Описание:

People employ various methods to extract gold in the rainforests of the Choc?, in northwest Colombia: Rural Afro-Colombian artisanal miners work hillsides with hand tools or dredge mud from river bottoms. Migrant miners level the landscape with excavators, then trap gold with mercury. Canadian mining companies prospect for open-pit mega-mines. Drug traffickers launder cocaine profits by smuggling gold into Colombia and claiming it came from fictitious small-scale mines.

Through an ethnography of gold that examines the movement of people, commodities, and capital, Shifting Livelihoods investigates how resource extraction reshapes a place. In the Choc?, gold enables forms of “shift” (rebusque)—a metaphor for the fluid livelihood strategy adopted by forest dwellers and migrant gold miners alike as they seek informal work amid a drug war. Mining’s effects on rural people, corporations, and politics are on view in this fine-grained account of daily life in a regional economy dominated by gold and cocaine.

Описание:

In the wake of independence, Spanish American leaders perceived the colonial past as looming over their present. Crafting a Republic for the World examines how the vibrant postcolonial public sphere in Colombia invented narratives of the Spanish “colonial legacy.” Those supposed legacies included a lack of effective geographic knowledge, blockages to a circulatory political economy, existing patterns of land tenure, entrenched inequalities, and ignorance among popular sectors.

At times collaboratively, and at times combatively, Colombian leaders tackled these “colonial” legacies to forge a republic in a hostile world of monarchies and empires. The highly partisan, yet uniformly republican public sphere crafted a vision of a virtuous nation that, unlike the United States, had already abolished slavery and included Indians as citizens. By the mid-nineteenth century, as suffrage expanded to all males over twenty-one, Colombian elites nevertheless tinkered with territorial divisions and devised new constitutions to manage the alleged “colonial legacy” affecting the minds of popular voters. The book explores how the struggle to be at the vanguard of radical republican equality fomented innovative contributions to social sciences, including geography, cartography, political ethnography, constitutional science, history, and the calculation of equity through land reform. Paradoxically, these efforts created a kind of legal pluralism reminiscent of the Spanish monarchy during the “colonial” period.

Colombia and World War I: The Experience of a Neutral Latin American Nation During the Great War and Its Aftermath, 1914 1921

Описание: In the horrific conflict of 1914-1918 known first as "The Great War" and later as World War I, Latin American nations were peripheral players. Only after the U.S. entered the fighting in 1917 did eight of the twenty republics declare war. Five others broke diplomatic relations with Germany, while seven maintained strict neutrality. These diplomatic stances, even those of the two actual belligerents--Brazil and Cuba--did little to tip the balance of victory in favor of the allies, and perhaps that explains why historians have paid scant attention to events in Latin America related to the war. Nevertheless, it is still remarkable that Percy Alvin Martin's classic account, Latin American and the War, first published in 1925, remains the standard text on the topic. This book attempts to redress this gap by taking a fresh look at developments between 1914 and 1921 in one of the neutral nations--Colombia. This period, which coincides with the presidency of Jos Vicente Concha (1914-1918) and his successor, Marco Fidel Su rez (1918-1921), is filled with momentous developments not only in foreign policy, when Colombian diplomats pressured by German, British and U.S. propaganda struggled to maintain strict neutrality, but also on the domestic scene as the newly installed Conservative regime faced political and economic crises that sparked numerous and violent protests. Rausch's examination of the administrations of Concha and Su rez supports Martin's assertion that even those countries neutral in the Great War were not immune from its effects.

Описание:

In A Century of Violence in a Red City Lesley Gill provides insights into broad trends of global capitalist development, class disenfranchisement and dispossession, and the decline of progressive politics. Gill traces the rise and fall of the strong labor unions, neighborhood organizations, and working class of Barrancabermeja, Colombia, from their origins in the 1920s to their effective activism for agrarian reforms, labor rights, and social programs in the 1960s and 1970s. Like much of Colombia, Barrancabermeja came to be dominated by alliances of right-wing politicians, drug traffickers, foreign corporations, and paramilitary groups. These alliances reshaped the geography of power and gave rise to a pernicious form of armed neoliberalism. Their violent incursion into Barrancabermeja's civil society beginning in the 1980s decimated the city's social networks, destabilized life for its residents, and destroyed its working-class organizations. As a result, community leaders are now left clinging to the toothless discourse of human rights, which cannot effectively challenge the status quo. In this stark book, Gill captures the grim reality and precarious future of Barrancabermeja and other places ravaged by neoliberalism and violence.

Описание: The nineteenth century was an era of breathtakingly ambitious geographic expeditions across the Americas. The seminal Chorographic Commission of Colombia, which began in 1850 and lasted about a decade, was one of Latin America's most extensive. The commission's mandate was to define and map the young republic and its resources with an eye toward modernization. In this history of the commission, Nancy Appelbaum focuses on the geographers' fieldwork practices and visual production as the men traversed the mountains, savannahs, and forests of more than thirty provinces in order to delineate the country's territorial and racial composition. Their assumptions and methods, Appelbaum argues, contributed to a long-lasting national imaginary. What jumps out of the commission's array of reports, maps, sketches, and paintings is a portentous tension between the marked differences that appeared before the eyes of the geographers in the field and the visions of sameness to which they aspired. The commissioners and their patrons believed that a prosperous republic required a unified and racially homogeneous population, but the commission's maps and images paradoxically emphasized diversity and helped create a ""country of regions."" By privileging the whiter inhabitants of the cool Andean highlands over those of the boiling tropical lowlands, the commission left a lasting but problematic legacy for today's Colombians.

Описание:

In 2000, the U.S. passed a major aid package that was going to help Colombia do it all: cut drug trafficking, defeat leftist guerrillas, support peace, and build democracy. More than 80% of the assistance, however, was military aid, at a time when the Colombian security forces were linked to abusive, drug-trafficking paramilitary forces. Drugs, Thugs, and Diplomats examines the U.S. policymaking process in the design, implementation, and consequences of Plan Colombia, as the aid package came to be known.

Winifred Tate explores the rhetoric and practice of foreign policy by the U.S. State Department, the Pentagon, Congress, and the U.S. military Southern Command. Tate's ethnography uncovers how policymakers' utopian visions and emotional entanglements play a profound role in their efforts to orchestrate and impose social transformation abroad. She argues that U.S. officials' zero tolerance for illegal drugs provided the ideological architecture for the subsequent militarization of domestic drug policy abroad. The U.S. also ignored Colombian state complicity with paramilitary brutality, presenting them as evidence of an absent state and the authentic expression of a frustrated middle class. For rural residents of Colombia living under paramilitary dominion, these denials circulated as a form of state terror. Tate's analysis examines how oppositional activists and the policy's targets--civilians and local state officials in southern Colombia--attempted to shape aid design and delivery, revealing the process and effects of human rights policymaking.

Описание:

In The Frontier Effect, Teo Ballv challenges the notion that in Urab , Colombia, the cause of the region's violent history and unruly contemporary condition is the absence of the state. Although he takes this locally oft-repeated claim seriously, he demonstrates that Urab is more than a case of Hobbesian political disorder.

Through his insightful exploration of war, paramilitary organizations, grassroots support and resistance, and drug-related violence, Ballv argues that Urab , rather than existing in statelessness, has actually been an intense and persistent site of state-building projects. Indeed, these projects have thrust together an unlikely gathering of guerilla groups, drug-trafficking paramilitaries, military strategists, technocratic planners, local politicians, and development experts each seeking to give concrete coherence to the inherently unwieldy abstraction of the state in a space in which it supposedly does not exist. By untangling this odd mix, Ballv reveals how Colombia's violent conflicts have produced surprisingly coherent and resilient, if not at all benevolent, regimes of rule.

Описание:

For more than fifty years, the United States supported the Colombian military in a war that cost over 200,000 lives. During a single period of heightened U.S. assistance known as Plan Colombia, the Colombian military killed more than 5,000 civilians. In Plan Colombia John Lindsay-Poland narrates a 2005 massacre in the San José de Apartadó Peace Community and the subsequent investigation, official cover-up, and response from the international community. He examines how the multibillion-dollar U.S. military aid and official indifference contributed to the Colombian military's atrocities. Drawing on his human rights activism and interviews with military officers, community members, and human rights defenders, Lindsay-Poland describes grassroots initiatives in Colombia and the United States that resisted militarized policy and created alternatives to war. Although they had few resources, these initiatives offered models for constructing just and peaceful relationships between the United States and other nations. Yet, despite the civilian death toll and documented atrocities, Washington, DC, considered Plan Colombia's counterinsurgency campaign to be so successful that it became the dominant blueprint for U.S. military intervention around the world.
