The book examines the methodological challenges in analyzing the effectiveness of development policies. It presents a selection of tools and methodologies that can help tackle the complexities of which policies work best and why, and how they can be implemented effectively given the political and economic framework conditions of a country. The contributions in this book offer a continuation of the ongoing evidence-based debate on the role of agriculture and participatory policy processes in reducing poverty. They develop and apply quantitative political economy approaches by integrating quantitative models of political decision-making into existing economic modeling tools, allowing a more comprehensive growth-poverty analysis. The book addresses not only scholars who use quantitative policy modeling and evaluation techniques in their empirical or theoretical research, but also technical experts, including policy makers and analysts from stakeholder organizations, involved in formulating and implementing policies to reduce poverty and to increase economic and social well-being in African countries.

Описание: What should be the contours of public policy for crucial sectors in the Indian context? The real debate today is about finding the right balance between market forces and government for Pareto efficiency. Stiglitz posited “that government could potentially almost always improve upon the market’s resource allocation.” In reality, besides the institutional inertia, fragmented design and action often impedes execution of rational policy. The lack of non-governmental inputs, absence of debate and systematic analysis prior to policy making results in ineffective policy formulation and action, obstructing the process of economic development. The study of public policy in commodity production (agriculture, industry), as well as tertiary sectors (services, trade and transport) is important to arrive at efficient and people friendly governance structures.
The collection of papers in the present volume, attempt at the development of an analytical framework for the formulation of development policy, bearing on crucial segments of the economy and society mainly, agriculture sector, industrial development, employment and entrepreneurship, urbanisation, weaker sections, and governance issues.
Nineteen chapters comprising the volume are organised under four sections: Section 1 Issues in Agriculture Sector; Section 2 Industrial Development, Employment and Entrepreneurship; Section 3 Issues in Sustainable Urbanisation; Section 4 Governance Structure and Development Outcomes.
The papers appearing in the volume were presented at a seminar funded by the Indian Council of Social Science Research.

Описание: This study provides a diagnostic of the benefit incidence and targeting performance of a large number of social programs in Ghana. Both broad-based programs (such as spending for education and health, and subsidies for food, oil-related products and electricity) as well as targetd programs (such as LEAP, the indigent exemption under the NHIS, school lunches and uniforms, or fertilizer subsidies) are considered. In addition, the study provides tools and recommendations for better targeting of those programs in the future. The tools include new maps and data sets for geographic targeting according to poverty and food security, as well as ways to implement proxy means-testing. The purpose of this introductory chapter is to provide a brief synthesis of the key findings and messages from the study.This volume discusses the level of Dutch individual involvement in culture (various forms of arts and cultural heritage). Trends in participation are treated against the background of what the cultural field offers the Dutch population. In addition to "cultural consumption" (visiting a theater or going to the movies) this work also views active creative activity (painting, playing music, acting) and the use of the mass media for cultural purposes. Women appear to be more interested in most cultural forms than are men; highly educated people participate more than those with lower levels of education, although participation levels of the higher educated are declining somewhat; and, among the middle aged, popular rather than high arts are on the rise.
