Описание: Kingstone offers a unique contribution by mapping out the problem of how to understand institutions, why they are created, and why Latin American ones limit democratic development.
Experts examine the dynamics of poverty and inequality in Latin America and policies to address them using new tools and data.
High inequality in incomes and assets and persistent poverty continue to plague Latin America and remain a central economic policy challenge for Latin American policymakers. At the same time, dramatically improved methods and data allow researchers to analyze these problems and how they are affected by economic policy. In this book, experts on Latin American economic affairs use these new approaches to examine the dynamics of poverty and inequality in Latin America and the ability of policy to address them. Contributors first analyze the historical evolution of inequality in Latin America, examining such topics as the origins of inequality in colonial land distribution, the impact of educational opportunities on earnings inequality in Brazil, and racial discrimination in Brazil's labor market. Contributors then use sophisticated panel data techniques to analyze the regional dynamics of poverty and inequality in Peru and Brazil, considering whether there are spatial poverty traps and, if so, what determines such traps. Finally, contributors use innovative impact evaluation and modeling techniques to examine specific policy issues: devaluation and dollarization in Bolivia, the Oportunidades conditional cash transfer program in rural Mexico, and the distributional effect of Brazil's tax-benefit system.

Описание: Oxhorn studies the process by which social groups are incorporated into national socioeconomic and political development through an approach that focuses on the "social construction of citizenship." He sets forth a theory of civil society adequate for explaining current developments in a way that such controversial neoconservative theories cannot.

Описание: This study of taxation in Latin America takes a novel approach to the subject, using a framework that posits three dimensions for studying taxes-historical, relational, and transnational.
Описание: Latin America and the Caribbean (LAC) does not have the infrastructure it needs, or deserves, given its income. Many argue that the solution is to spend more; by contrast, this report has one main message: Latin America can dramatically narrow its infrastructure service gap by spending efficiently on the right things. This report asks three questions: what should LAC countries' goals be? How can these goals be achieved as cost-effectively as possible? And who should pay to reach these goals? In doing so, we drop the 'infrastructure gap' notion, favoring an approach built on identifying the 'service gap'. Benchmarking Latin America in this way reveals clear strengths and weaknesses. Access to water and electricity is good, with the potential for the region's electricity sector to drive competitive advantage; by contrast, transport and sanitation should be key focus areas for further development. The report also identifies and analyses some of the emerging challenges for the region--climate change, increased demand and urbanization--that will put increasing pressure on infrastructure and policy makers alike. Improving the region's infrastructure performance in the context of tight fiscal space will require spending better on well identified priorities. Unlike most infrastructure diagnostics, this report argues that much of what is needed lies outside the infrastructure sector - in the form of broader government issues--from competition policy, to budgeting rules that no longer solely focus on controlling cash expenditures. We also find that traditional recommendations continue to apply regarding independent, well-performing regulators and better corporate governance, and highlight the critical importance of cost recovery where feasible and desirable, as the basis for future commercial finance of infrastructure services. Latin America has the means and potential to do better; and it can do so by spending more efficiently on the right things.

Описание: Using the study of firm dynamics to investigate the factors preventing faster productivity growth in Latin America and the Caribbean, each chapter examines a different factor affecting firm productivity, highlighting the heterogeneity, and challenging regional policymakers to look beyond one-size-fits-all solutions and create balanced policy mixes.
Описание: Examines decentralization and recentralization in the developing world, focusing on a comparison of Brazil and South Africa in the 1990s. Argues that decentralization follows declines in executive power, while subsequent recentralization is contingent upon presidents gaining exceptional governing opportunities, especially by resolving economic crises.
The transition from authoritarian to democratic government in Brazil unleashed profound changes in government and society that cannot be adequately understood from any single theoretical perspective. The great need, say Graham and Wilson, is a holistic vision of what occurred in Brazil, one that opens political and economic analysis to new vistas. This need is answered in The Political Economy of Brazil, a groundbreaking study of late twentieth-century Brazilian issues from a policy perspective.
The book was an outgrowth of a year-long policy research project undertaken jointly by the Lyndon B. Johnson School of Public Affairs and the Teresa Lozano Long Institute of Latin American Studies, both at the University of Texas at Austin. In this book, several noted scholars focus on specific issues central to an understanding of the political and economic choices that were under debate in Brazil. Their findings reveal that for Brazil the break with the past—the authoritarian regime—could not be complete due to economic choices made in the 1960s and 1970s, and also the way in which economic resources committed at that time locked the government into a relatively limited number of options in balancing external and internal pressures.
These conclusions will be important for everyone working in Latin American and Third World development.
