Its main finding is that ISID is feasible and technology can simultaneously serve all three dimensions of sustainability, including economic, social and environmental. Rapid inclusive and sustainable industrialization can happen more frequently provided that policymakers firmly steer the industrialization process with opportune policies and avoid past mistakes. In some cases, the spread of technology has not materialized in concrete growth opportunities because of the lack of technological capabilities. The social dynamics of innovation networks captures the important role of trust, social capital, institutions and norms and values in the creation of knowledge in innovation networks. In doing so, this book connects to a long-standing debate on the socio-spatial context of innovation in economic geography, which is usually referred to as the Territorial Models of Innovation (TIMs) literature.
This present volume breaks with the TIM literature in several important ways. In the first place, this book emphasizes the role of individual agency because individuals and their networks are increasingly recognized as the principal agents of knowledge creation. Secondly, this volume looks at space as a continuous field of opportunity rather than as bounded territory with a set of endowments, such as knowledge base and social capital. Although individually these elements are not new to the TIM literature, it has thus far failed to grasp their critical implication for studying the social dynamics of innovation networks.
The approach to the socio-spatial context of innovation in this volume is summarized as Knowledge Economy 2.0. It emphasizes that human creativity is now the main source of economic value and that human creativity and knowledge creation is not an organized process within organizations, but happens bottom up in formal and informal professional and social networks of individuals that cut across multiple organizations.
Описание: This book aims to give policy makers an overview of the evolution of science, technology and innovation (STI) policies in a selected number of East Asian countries. China, Japan, Republic of Korea and Singapore have transformed their economies and societies in recent decades. From STI policies that enabled catch-up growth, these countries have evolved towards policies that are more aligned with sustainable development through integrating social, economic and environmental dimensions into their STI policies. The forthcoming Fourth Industrial Revolution is also reshaping STI policies in these countries as governments prepare to support the development of frontier technologies such as artificial intelligence, as well as respond to the impacts of these technologies on their societies and economies. Governments are also evolving themselves as the public sector opens up to integrating innovations from civil society and the private sector and further strengthen the innovation capacity of the public sector to improve policy making processes and deliver services to their constituents. All three themes are explored in this book in separate chapters, through a comparative analysis of the STI policies of China, Japan, Republic of Korea and Singapore. The experiences of these countries can serve as useful references for other countries in the Asia-Pacific region and beyond that are interested in utilizing national level STI policies to achieve sustainable development, particularly in the context of the emergence of frontier technologies.
