How did Britain transform itself from a nation of workhouses to one that became a model for the modern welfare state? The Winding Road to the Welfare State investigates the evolution of living standards and welfare policies in Britain from the 1830s to 1950 and provides insights into how British working-class households coped with economic insecurity. George Boyer examines the retrenchment in Victorian poor relief, the Liberal Welfare Reforms, and the beginnings of the postwar welfare state, and he describes how workers altered spending and saving methods based on changing government policies.
From the cutting back of the Poor Law after 1834 to Parliament's abrupt about-face in 1906 with the adoption of the Liberal Welfare Reforms, Boyer offers new explanations for oscillations in Britain's social policies and how these shaped worker well-being. The Poor Law's increasing stinginess led skilled manual workers to adopt self-help strategies, but this was not a feasible option for low-skilled workers, many of whom continued to rely on the Poor Law into old age. In contrast, the Liberal Welfare Reforms were a major watershed, marking the end of seven decades of declining support for the needy. Concluding with the Beveridge Report and Labor's social policies in the late 1940s, Boyer shows how the Liberal Welfare Reforms laid the foundations for a national social safety net.
A sweeping look at economic pressures after the Industrial Revolution, The Winding Road to the Welfare State illustrates how British welfare policy waxed and waned over the course of a century.
Описание: This volume examines how gender shapes the varying and intersecting dynamics of informal/precarious worker struggles in two gender-typed sectors - domestic work and construction. Drawing upon cases across the global North and South, it explores how gender is intertwined into collective organizing efforts, why gender is addressed and to what end.

America is witnessing a retirement crisis. As the labor market shifts to the gig economy and new strains restrict social security, the American Dream of secure retirement becomes further out of reach for up to half of the population. In Waiting on Retirement, Mary Gatta takes the case of restaurant workers to examine the experiences of low-wage workers who are middle-aged, aging, and past retirement age. She deftly explores the many factors shaping what it means to grow old in economic insecurity as her subjects face race- and gender-based inequities, health hazards associated with their work, and the bitter reality that the older they get the fewer professional opportunities are available to them. More importantly, Gatta demonstrates that these problems are pervasive, as more industries adopt the worst workplace practices of service work. In light of these trends, we must consider the devastating effects on already vulnerable Americans, because, as Gatta contends, this crisis does not need to be inevitable. Taking as a model the small percentage of "good" restaurant jobs that exist, she ultimately offers incisive commentary on what can be done to stave off this bleak future.

Описание: This book examines precarious employment in Europe through the economic crisis. It draws on two main sources: theories of how the financial and debt crisis coupled with labour market reforms to exacerbate precarity in the workforce; and data from the European Labour Force Survey from 2005-12, capturing various aspects of precarious employment.

Описание: ?This volume is concerned with food poverty and action on food (in)security. The context is a global one; as the developed world faces a problem with overconsumption and chronic diseases, the developing world is addressing the double burden of hunger and over consumption. Even in the developed world, nation states are facing the rise of modern malnutrition which is over consumption, but also the re-emergence of hunger as there are growing levels of poverty and inequality due to the financial crises. Food insecurity is in many people’s minds associated with hunger, and while this is true the modern food system has introduced new complexities to food insecurity with the growth of micro-nutrient inequalities. Hunger and obesity are not being faced by two different groups but often the same group or cohort. These are features of modern malnutrition that are often not recognized. A critical examination of food poverty and food security is undertaken, with a view to clarifying taken-for-granted assumptions in present discourses. The book addresses food charity and the rise of solutions such as foodbanks as appropriate social responses. The final chapters explore the solutions from real life situations. The concluding chapter from the editors draws together the issues and locates solutions within a food policy framework of the total food system. The various definitions of food insecurity will are examined. Hunger and its modern manifestations (hunger and obesity) is another focus, with particular explorations of developed and developing countries experiences. Some of the chapters cover how food poverty/insecurity is being addressed and provide examples of work in progress.
Описание: Employment relations in advanced, post-industrial democracies have become increasingly insecure and uncertain as the risks associated with work are being shifted from employers and governments to workers.
Arne L. Kalleberg examines the impact of the liberalization of labor markets and welfare systems on the growth of precarious work and job insecurity for indicators of well-being such as economic insecurity, the transition to adulthood, family formation, and happiness, in six advanced capitalist democracies: the United States, the United Kingdom, Germany, Japan, Spain, and Denmark. This insightful cross-national analysis demonstrates how active labor market policies and generous social welfare systems can help to protect workers and give employers latitude as they seek to adapt to the rise of national and global competition and the rapidity of sweeping technological changes. Such policies thereby form elements of a new social contract that offers the potential for addressing many of the major challenges resulting from the rise of precarious work.

Описание:
An empirical account of one of India’s largest indigenous populations, this book tells the story of the Gonds—who currently face displacement and governmental control of the region’s forests, which has crippled their economy. Rather than protesting and calling for state intervention, the Gonds have turned toward an informal economy: they not only engage with flexible forms of work, but also bargain for higher wages and experience agency and autonomy. Smita Yadav conceives of this withdrawal from the state in favour of precarious forms of work as an expression of anarchy by this marginalized population. Even as she provides rich detail of the Gonds’ unusual working lives, which integrate work, labour, and debt practices with ideologies of family and society, Yadav illustrates the strength required to maintain dignity when a welfare state has failed.
Why do some European welfare states protect unemployed and inadequately employed workers ("outsiders") from economic uncertainty better than others? Philip Rathgeb’s study of labor market policy change in three somewhat-similar small states—Austria, Denmark, and Sweden—explores this fundamental question. He does so by examining the distribution of power between trade unions and political parties, attempting to bridge these two lines of research—trade unions and party politics—that, with few exceptions, have advanced without a mutual exchange.
Inclusive trade unions have high political stakes in the protection of outsiders, because they incorporate workers at risk of unemployment into their representational outlook. Yet, the impact of union preferences has declined over time, with a shift in the balance of class power from labor to capital across the Western world. National governments have accordingly prioritized flexibility for employers over the social protection of outsiders. As a result, organized labor can only protect outsiders when governments are reliant on union consent for successful consensus mobilization. When governments have a united majority of seats, on the other hand, they are strong enough to exclude unions. Strong Governments, Precarious Workers calls into question the electoral responsiveness of national governments—and thus political parties—to the social needs of an increasingly numerous group of precarious workers. In the end, Rathgeb concludes that the weaker the government, the stronger the capacity of organized labor to enhance the social protection of precarious workers.
