Описание: The United Nations Peacebuilding Commission (UNPBC) was established in December 2005 to develop outlines of best practice in post-conflict reconstruction, and to secure the political and material resources necessary to assist states in transition from conflict to peacetime. Currently, the organization is involved in reconstruction and peacebuilding activities in six countries. Yet, a 2010 review by permanent representatives to the United Nations found that the hopes of the UN peacebuilding architecture despite committed and dedicated efforts...ha[d] yet to be realized. Two of these hopes relate to gender and power, specifically that peacebuilding efforts integrate a gender perspective and that the Commission consult with civil society, NGOs, and women's organizations. This book is the first to offer an extensive and dedicated analysis of the activities of the UN Peacebuilding Commission with regard to both gender politics, broadly conceived, and the gendered dynamics of civil society participation in peacebuilding activities. Laura J. Shepherd draws upon original fieldwork that she conducted at the UN to argue that the gendered and spatial politics of peacebuilding not only feminizes civil society organizations, but also perpetuates hierarchies that privilege the international over the domestic realms. The book argues that the dominant representations of women, gender, and civil society in UN peacebuilding discourse produce spatial hierarchies that paradoxically undermine the contemporary emphasis on bottom-up governance of peacebuilding activities.

The book is covered in two parts: in the first part, the book examines the UN's role after it entered East Timor in 1999 as the de facto government; and in the second part, the book examines how Timor-Leste has progressed in peacebuilding after the UN's withdrawal in 2012.
Rising from the Ashes: UN Peacebuilding in Timor-Leste is based on the author's first-hand experience working in the UN as it restored law and order and built a state in a country without a government, any infrastructure, or human resources. The book argues that peacebuilding is a long-term endeavor and is a work in progress in Timor-Leste, based on the good foundations laid by the UN. However, like many other developing countries, Timor-Leste has enormous challenges to address; but it also has oil resources and a young population. Its future success will depend on how its oil wealth is managed and distributed, whether it is able to bridge the urban-rural divisions in the country, provide employment for its burgeoning population, and progress economically. Last, but not least, its future success will also depend importantly, on how its leadership deals with past, namely, the continuing intra-elite divisions that are a legacy of its troubled history. They have to transcend past divisions and unite Timorese society for the future development of the country.
The book ends with a set of recommendations for Timor-Leste and for the region, namely members of the Association of Southeast Asian Nations (ASEAN).

This book examines the complex power relations that have constructed the gruesome picture of the fifty-year practice of torture in Papua, as well as the ongoing Papuan peacebuilding movements that resist the domineering power of the Indonesian state over Papuans. Conceptualising ‘theatres of torture and peace’, the book argues that torture in Papua is performed in public by the Indonesian state in order to communicate its policy of terror towards Papuans - it is not meant for extracting information, gaining confessions or exacting punishment. A Torture Dataset is provided, codifying evidence from a broad range of cases, collected through sensitive interviews. In examining the data, the author crafts a new, more holistic framework for analyzing cases of torture and employs an interdisciplinary approach integrating three different theories: Foucault’s theory of governmentality and sovereignty, Kristeva’s theory of abjection and Metz’s theory of memoria passionis (the memory of suffering). The book successfully establishes a new understanding of torture as ‘public theatre’ and offers a new perspective of strengthening the existing Papuan peacebuilding framework of Papua Land of Peace. When a country emerges from violent conflict, the management of the environment and natural resources has important implications for short-term peacebuilding and long-term stability, particularly if natural resources were a factor in the conflict, play a major role in the national economy, or broadly support livelihoods.
