Global Talent seeks to examine the utility of skilled foreigners beyond their human capital value by focusing on their social capital potential, especially their role as transnational bridges between host and home countries. The book empirically demonstrates its thesis by examination of the case of Korea: a state archetypical of those that have been embracing economic globalization while facing a demographic crisis—and one where the dominant narrative on the recruitment of skilled foreigners is largely negative. It reveals the unique benefits that foreign students and professionals can provide to Korea, by enhancing Korean firms' competitiveness in the global marketplace and by generating new jobs for Korean citizens rather than taking them away. This book responds to recent criticisms that the research and theorization of multilingualism on the part of applied linguists are in collusion with neoliberal policies and economic interests. While acknowledging that neoliberal agencies can appropriate diverse languages and language practices, including resources and dispositions theorized by scholars of multilingualism, it argues that a distinction must be made between the different language ideologies informing communicative practices. Those of neoliberal agencies are motivated by distinct ideological orientations that diverge from the theorization of multilingual practices by critical applied linguists.
In addressing this issue, the book draws on the author’s empirical research on skilled migration to demonstrate how sub-Saharan African professionals in English-dominant workplaces in the UK, USA, Australia, and South Africa resist the neoliberal communicative expectations and employ alternate practices informed by critical dispositions. These practices have the potential to transform neoliberal orientations on material development. The book labels the latter as informed by a postcolonial language ideology, to distinguish them from those of neoliberalism. While neoliberal agencies approach languages as being instrumental for profit-making purposes, the author’s informants focus on the synergy between languages to generate new meanings and norms, which are strategically negotiated in pursuit of ethical interests, inclusive interactions, and holistic ecological development. As such, the book clearly illustrates that the way critical scholars and multilinguals relate to language diversity is different from the way neoliberal policies and agencies use multilingualism for their own purposes.

Описание: This open access book analyses the strategies of migration intermediaries from the public and private sectors in Switzerland to select, attract, and retain highly skilled migrants who represent value to them. It reveals how state and economic actors define “wanted immigrants” and provide them with privileged access to the Swiss territory and labour market. The analysis draws on an ethnographic study conducted in the French-speaking Lake Geneva area and the German-speaking northwestern region of Switzerland between 2014 and 2018. It shows how institutional actors influence which resources are available to different groups of newcomers by defining and dividing migrants according to constructed social categories that correlate with specific status and privileges. This research thus shifts the focus from an approach that takes the category of highly skilled migrant for granted to one that regards context as crucial for structuring migrants’ characteristics, trajectories, and experiences. Beyond consideration of professional qualifications, the ways decision-makers perceive candidates and shape their resource environments are crucial for constructing them as skilled or unskilled, wanted or unwanted, welcome or unwelcome.
The discourse on migration outcomes in the West has largely been dominated by issues of integration, but it is more relevant to view immigration in non-Western societies in relation to practices of exclusion and inclusion. Exclusion refers to a situation in which individuals and groups are usually denied access to the goods, services, activities and resources associated with citizenship. However, this approach has been criticised in relation to gender issues, which are very relevant to the situation of migrants. The authors in this volume address this criticism. Furthermore, when framed within a North–South discourse, it may be potentially ethnocentric to assume that the experience of exclusion is cross-culturally uniform. Indeed, work on migration issues has invariably been conducted within such a discourse. The contributors go beyond this binary discourse of ‘exclusion versus inclusion’ which has dominated migration research. They examine the situation of migrants in the Middle East and Asia as one that encompasses both exclusion and inclusion, addressing related concepts of empowerment, ethnocracy, the feminisation of migration and gendered geographies of power, liberal constraint and multiculturalism, individual agency, migrant-friendly discourses, spaces of emancipation and spaces of insecurity. The book highlights current research in the Arab Gulf states, and examines multiculturalism in Asia more broadly. It will be of particular interest to students and researchers in international labour migration studies in the Middle East and Asia.
