Описание: High fertility and declining mortality rates have led to a very young population in most Sub-Saharan African countries. The region's labor force is expected to increase by 11 million people per year over the next 10 years. Most of this increase will be new entrants seeking their first job. While the younger generation is better educated than their parents, they often lack the means to translate that education into productive employment. Today, most work is in nonwage jobs on farms and in household enterprises. Even if greater economic activity were to create the conditions for robust growth and economic transformation, the private modern wage sector in low- and lower-middle-income countries could not absorb all the applicants. This report focuses on how to improve the quality of all jobs and to meet the aspirations of youth. It emphasizes that building a strong foundation for human capital development can play an important role in boosting earnings, and it argues that a balanced approach focused on building skills, raising productivity, and increasing the demand for labor is necessary. Youth Employment in Sub-Saharan Africa notes that many youth employment challenges are problems of employment in general. However, youth is a time of transition, and young people face particular constraints to accessing productive work. The report brings together original analysis of household and labor force surveys; it reviews the experience of a number of promising interventions across the continent; it draws from qualitative studies in several countries; and it surveys the most up-to-date evidence from rigorous evaluations of policies and programs. From this information base, the report provides guidance to policy makers on how to intervene along two dimensions--human capital and the business environment--and in three priority areas--agriculture, household enterprises, and the modern wage sector. The ultimate goals are to increase productivity, improve livelihoods, and multiply opportunities for young people.

Описание: Promoting the smooth labor market integration and early labor market success of workers has increasingly become an important economic and social development aim globally. The Nepal government sees addressing the social and economic challenges of youth, and leveraging their social and economic prospects, as critical for the country's economic growth and development. There has been limited systematic, policy-oriented empirical research conducted on labor and livelihoods in Nepal. Dedicated examinations of the labor conditions, behaviors, and outcomes of youth are rarer still. Responding to the knowledge needs expressed by the Nepal government and other stakeholders in the country, this book aims to improve our understanding of the labor market conditions, behaviors, and outcomes of Nepalese youth. It examines these aspects in Nepal's domestic labor market as well as in relation to labor migration to India and other countries, including temporary 'foreign employment' of Nepalese workers under bilateral labor agreements between destination countries and Nepal. In so doing, the report seeks to present insights and implications for research and public policy, with the goal of improving the labor market prospects of Nepalese youth. The collective findings in the report point to three directions for orienting public policy and program initiatives. First is raising rural labor productivity, urban labor demand, and urban worker-job matching efficiency. Second is supporting the labor market integration of rural youth migrating to urban parts of Nepal and of youth labor migrants returning from India and other countries. Third is improving the orientation and efficacy of labor skill training.

Описание: This study assesses the potential for job creation through infrastructure investment in the Middle East and North Africa. The region has experience in making the most of infrastructure investments, but maintaining and spreading the momentum in infrastructure will be important to support future growth and job creation. To do so, policymakers will have to recognize that there are large differences in initial conditions across the region in terms of starting stock, needs, fiscal commitments, private sector participation and job creation potential. Overall, the region’s infrastructure needs through 2020 are quite large and estimated at about 106 billion dollars per year or 6.9 percent of the annual regional GDP. The differences in infrastructure and maintenance needs across sub-regions are also impressive, with developing oil exporters expected to require almost 11 percent of their GDP annually, while the oil importing countries and the GCC oil exporters expected to need approximately 6 and 5 percent of their GDP, respectively. Investment and rehabilitation needs are likely to be especially high in the electricity and transport sectors, particularly roads. Rehabilitation needs are expected to account for slightly more than half of total infrastructure needs. While oil exporters will be able to meet their national infrastructure needs if they maintain investment spending at rates prevailing in the 2000s, oil importers will fall short. The infrastructure sector has the potential to contribute to employment creation in MENA. The region could generate 2.0 million direct jobs and 2.5 million direct, indirect and induced infrastructure-related jobs just by meeting estimated, annual investment needs. However, the potential varies greatly across countries, and infrastructure alone will not resolve MENA’s unemployment problem. Going forward, decisions on what types of public spending to expand and what to downsize in order to achieve balanced budgets will have important implications for jobs. In designing country specific solutions, governments will have to tackle predictable challenges: the governance of job creation, the proper targeting and fiscal costs assessment of subsidies needed to create jobs, the design and fiscal costs of the (re)training programs needed and the expectations on the job creation effects of infrastructure.
