In Power in the Balance: Presidents, Parties, and Legislatures in Peru and Beyond, Barry S. Levitt answers urgent questions about executive power in “new” democracies. He examines in rich detail the case of Peru, from President Alan Garc?a’s first term (1985–1990), to the erosion of democracy under President Alberto Fujimori (1990–2000), through the interim government of Valent?n Paniagua (2000–2001) and the remarkable, if rocky, renewal of democracy culminating in Alejandro Toledo's 2001–2006 presidency. This turbulent experience with democracy brings into clear focus the functioning of formal political institutions—constitutions and electoral laws, presidents and legislatures, political parties and leaders—while also exposing the informal side of Peru’s national politics over the course of two decades.

State legislatures are easily compared to Congress: They arise out of the same political culture and history. And the functions and roles are the same, with each fully capable of initiating, debating, and passing legislation. None of the methodological problems found when comparing presidential system legislatures with parliamentary system legislatures arise when comparing Congress and the state legislatures.
However, while there are great similarities, there are also important differences that provide scholars leverage for rigorously testing theories. The book compares and contrasts Congress and the state legislatures on histories, fundamental structures, institutional and organizational characteristics, and members. Описание: The Right of Instruction and Representation in American Legislatures, 1778-1900 provides a comprehensive analysis of the role that constituent instructions played in American politics from 1778 to the end of the nineteenth century. Constituent instructions were more widely issued than previously thought, and members of state legislatures and Congress were more likely to obey them than political scientists and historians have assumed. Peverill Squire expands our understanding of constituent instructions beyond a handful of high-profile cases, through analyses of two unique data sets: one examining more than 5,000 actionable communications (instructions and requests) sent to state legislators by constituents through town meetings, mass meeting, and local representative bodies; the other examines more than 6,600 actionable communications directed by state legislatures to their state's congressional delegations. The data, examples, and quotes are drawn almost entirely from original sources, including government documents such as legislative journals, session laws, town and county records, and newspaper stories, as well as diaries, memoirs, and other contemporary sources. Squire also includes instructions to and from Confederate state legislatures in both data sets. In every respect, the Confederate state legislatures mirrored the legislatures that preceded and followed them.
