Rising from the Ashes: UN Peacebuilding in Timor-Leste is based on the author's first-hand experience working in the UN as it restored law and order and built a state in a country without a government, any infrastructure, or human resources. The book argues that peacebuilding is a long-term endeavor and is a work in progress in Timor-Leste, based on the good foundations laid by the UN. However, like many other developing countries, Timor-Leste has enormous challenges to address; but it also has oil resources and a young population. Its future success will depend on how its oil wealth is managed and distributed, whether it is able to bridge the urban-rural divisions in the country, provide employment for its burgeoning population, and progress economically. Last, but not least, its future success will also depend importantly, on how its leadership deals with past, namely, the continuing intra-elite divisions that are a legacy of its troubled history. They have to transcend past divisions and unite Timorese society for the future development of the country.
The book ends with a set of recommendations for Timor-Leste and for the region, namely members of the Association of Southeast Asian Nations (ASEAN).

Across many parts of the postcolonial world, it is everyday reality for people to cross regularly between state-based and customary governance, institutions and norms. This book examines this phenomenon in the context of the villages of Timor-Leste, and the state-building efforts that have been conducted by the Timorese government and international development agencies since the vote for independence in 1999.
Drawing on 5 years of ethnographic fieldwork in the remote, rural areas of Timor-Leste, the book provides a critical analysis of the challenges that communities face when navigating coexisting customary and state-based structures and norms in a context where customary law continues to be the central guiding force. It also explores the various creative ways in which local leaders and community members make sense of their local governance environment. It then draws on these insights to provide a more nuanced, contextualised account of the impact of institutional interventions, state-building and democratisation within these villages. While set in the context of state- and nation-building efforts following Timor-Leste's vote for independence, the book also provides a broader examination of the issues that arise for the postcolonial state adequately meeting the needs of its citizens. Further, it explores the challenges that are met by communities when incorporating state influences and demands into their everyday lives.

It considers the influence of Timor-Leste’s historical experiences with foreign intervention on how the small, new state has pursued security. The book argues that efforts to secure the Timorese state have been motivated by a desire to reduce foreign intervention and dependence upon other actors within the international community. Timor-Leste’s desire for ‘real’ independence - characterised by the absence of foreign interference - permeates all spheres of its international political, cultural and economic relations and foreign policy discourse. Securing the state entails projecting a legitimate identity in the international community to protect and guarantee political recognition of sovereign status, an imperative that gives rise to Timor-Leste’s aspirational foreign policy. In the village of Funar, located in the central highlands of Timor-Leste, the disturbing events of the twenty-four-year-long Indonesian occupation are rarely articulated in narratives of suffering. Instead, the highlanders emphasize the significance of their return to the sacred land of the ancestors, a place where "gold" is abundant and life is thought to originate. On one hand, this collective amnesia is due to villagers' exclusion from contemporary nation-building processes, which bestow recognition only on those who actively participated in the resistance struggle against Indonesia. On the other hand, the cultural revival and the privileging of the ancestral landscape and traditions over narratives of suffering derive from a particular understanding of how human subjects are constituted. Before life and after death, humans and the land are composed of the same substance; only during life are they separated. To recover from the forced dislocation the highlanders experienced under the Indonesian occupation, they thus seek to reestablish a mythical, primordial unity with the land by reinvigorating ancestral practices.
