This publication identifies how Sri Lanka can address nontariff barriers in the area of sanitary and phytosanitary measures and technical barriers to trade. It examined Sri Lankan export products which have the potential to increase their market share in Bangladesh, Bhutan, India, Maldives, and Nepal. Options and opportunities to deal with identified nontariff barriers are considered, including legal reforms, upgrade of quality standards and the requisite laboratory equipment and instruments, and institution building of both accrediting bodies and conformity assessment bodies. Practical recommendations for action by both public and private sectors propose an effective way forward.

Описание: This toolkit provides a novel approach and a set of tools that allow policymakers and analysts to identify non-tariff measures (NTMs), assess their trade restrictiveness and impact on prices and welfare, and to strengthen the institutional coordination mechanism, transparency, and regulatory governance on NTMs. It also aims at encouraging economies to increasingly address the NTM agenda from a domestic competitiveness and/or poverty perspective rather than from a mercantilist standpoint of concessions to trading partners. NTMs are policy measures, other than ordinary customs tariffs, that can potentially have an economic effect on international trade in goods, changing quantities traded, or prices or both. While most NTMs are already subject to WTO disciplines, the main challenge is to allow governments to address public policy concerns without unnecessarily hurting trade competitiveness and while preventing disguised protectionism. This toolkit is predicated on the idea that the complexity and diversity of NTMs should be recognized. Problems should be identified at the country level through consultations with the private sector, and technical solutions should be sought through careful analysis and private/public dialogue. The underlying philosophy is similar to what is known as “Regulatory Impact Assessment” (RIA), but applied to the review of existing measures (no ex ante analysis), in response to specific demands from countries struggling with legacies of complicated and penalizing regulations. Dealing with existing measures has the advantage of responding to an immediate need and focusing on measures whose effects are known. The toolkit is organized as follows. Chapter 1 discusses the newly revamped NTM classification and pervasiveness of NTM. Chapter 2 elaborates on the analytics of an NTM review, walking the reader step by step through the key questions. Chapter 3 focuses on the institutional set up and key principles to successfully pursue the streamlining of regulations. Finally, chapters 4 and 5 provide some practical cases of streamlining both at the country and regional levels, and for product specific examples.

Intra-Industry Trade calls for us to rethink what trade most often looks like and how it shapes global institutions, fostering peace among states. Cameron G. Thies and Timothy M. Peterson argue that our understanding of trade has not kept pace with its changing nature in the 21st century; existing models, rooted in Ricardo's theories, regard trade uniformly as taking place between entities and countries that offer different commodities and operate according to the logic of comparative advantage. Though this type of exchange does take place, intra-industry trade--international trade of the same or similar commodities, in which foreign and domestic brands compete--is increasingly prevalent. The authors argue that our current academic and policymaking focus on the total volume of trade, rather than its composition, is misplaced. South Asia has grown fast and poverty has fallen across most countries in the region. The performance has been less impressive on the exports front. Despite labor costs increasing in China, India and its neighbors have yet to become a global manufacturing hub for labor-intensive products. And growth has not done enough to match the fast-growing working-age population, leading to lingering concerns about jobless growth and poor job quality. While self-employment and casual wage work are buoyant, the deficit is particularly severe in relation to regular wage employment. Could a greater export orientation in South Asia result in better labor market outcomes? To answer this question, this study rigorously estimates the potential impact from increasing South Asian exports per worker on wage employment and on labor earnings. The study is one of the few to estimate the effects of exports on local labor market outcomes. The results suggest that increasing exports per worker would result in higher wages and lower casual work (reduction of informality). Wage growth for less-educated workers is found to be smaller than that for more educated workers; smaller for women than for men; and smaller for less-experienced workers than for more-experienced ones. However, women and less skilled workers would experience the largest reductions in informality, probably because they are currently on the margins of the labor force. The main implication of the report is that increasing exports per worker would have significantly positive labor market implications for South Asian workers. However, complementary policies would amplify the positive effects. Those policies should focus on investing in skills, removing distortions in the allocation of inputs, and facilitating female employment in manufacturing.
