Описание: In 2013, the World Bank Group announced two goals that would guide its operations worldwide. First is the eradication of chronic extreme poverty bringing the number of extremely poor people, defined as those living on less than 1.25 purchasing power parity (PPP)–adjusted dollars a day, to less than 3 percent of the world’s population by 2030.The second is the boosting of shared prosperity, defined as promoting the growth of per capita real income of the poorest 40 percent of the population in each country.In 2015, United Nations member nations agreed in New York to a set of post- 2015 Sustainable Development Goals (SDGs), the first and foremost of which is the eradication of extreme poverty everywhere, in all its forms. Both the language and the spirit of the SDG objective reflect the growing acceptance of the idea that poverty is a multidimensional concept that reflects multiple deprivations in various aspects of well-being. That said, there is much less agreement on the best ways in which those deprivations should be measured, and on whether or how information on them should be aggregated. Monitoring Global Poverty: Report of the Commission on Global Poverty advises the World Bank on the measurement and monitoring of global poverty in two areas:What should be the interpretation of the definition of extreme poverty, set in 2015 in PPP-adjusted dollars a day per person?What choices should the Bank make regarding complementary monetary and nonmonetary poverty measures to be tracked and made available to policy makers?The World Bank plays an important role in shaping the global debate on combating poverty, and the indicators and data that the Bank collates and makes available shape opinion and actual policies in client countries, and, to a certain extent, in all countries. How we answer the aforementioned questions can therefore have a major influence on the global economy.
Описание: The world is, and always has been, interconnected. But the degree of country interdependence we are witnessing now is unprecedented. Cross-national transactions are fundamentally different, both qualitatively and quantitatively, from when the last World Development Report on 'Industrialization and Foreign Trade' was written thirty years ago. Tariff reduction and significant advances in production, communication and transportation technologies led to the emergence and expansion of GVCs. The result was growth in global trade at twice the rate of income growth from the early 1990s until the mid-2000s. Today, production is fragmented and distributed across multiple places, and the parts produced in each place are shipped across the globe often crossing borders multiple times. The 2020 World Development Report will analyze the implications of the changing face of globalization for development. It will explore why global value chains (GVC) have formed in some sectors and regions, while others have been left out. It will examine how GVCs affect growth, inequality and poverty, as well as the transmission of shocks across countries. The report will consider whether new technologies or a change in trade policies create incentives to produce closer to home, reducing the potential for countries to benefit from a finer international division of labor. Finally, it will explore how national policies can promote sustainable development in a GVC world. But because production has become fragmented across countries, national policy is unlikely to be enough. The report will also consider how international cooperation on trade and other policies can support inclusive growth in a GVC world.

Описание: Vietnam is at a crossroads. It can grow as an export platform for GVCs, specializing in low value-added assembly functions with industrialization occurring in enclaves with little connection to the broader economy or society; or it can leverage the current wave of growth, enabled and accelerated by its successful participation in GVCs, to diversify and move up the chain into higher value-added functions. Success will require Vietnam's policymakers to view the processes of development differently, and to take new realities of the global economy more fully into account. The purpose of this volume is to support Vietnam's path to economic prosperity by identifying policies and targeted interventions that will drive development through leveraging GVC participation that take major shifts in trade policy and rapid technological advances in ICT into account. The volume is based on a compilation of studies completed by World Bank staff and external consultants in 2015 supporting the "Enabling Economic Modernization and Private Sector Development" chapter of the Vietnam 2035 report. The objective of these studies was to diagnose Vietnam's current participation in GVCs, visualize where Vietnam could be by 2035 in the context of a changing global environment, and identify the policy actions needed to get there. The studies also supported topics related more broadly to export competitiveness, including firm-level productivity, services, and connectivity. It then identifies targeted strategies and policy interventions that will help overcome challenges, minimize risks, and maximize opportunities. Readers will gain a strong understanding of Vietnam's current and potential engagement with GVCs--and will learn about strategic GVC policy tools that can help developing countries achieve economic prosperity in the context of compressed development.

Описание: Over a decade has passed since the collapse of the U.S. investment bank Lehman Brothers marked the onset of the largest global economic crisis since the Great Depression. The crisis revealed major shortcomings in market discipline, regulation, and supervision, and reopened important policy debates on financial regulation. Since the onset of the crisis, emphasis has been placed on better regulation of banking systems and on enhancing the tools available to supervisory agencies to oversee banks and intervene speedily in case of distress. Drawing on 10 years of data and analysis, the Global Financial Development Report 2019/2020 uncovers new evidence on the regulatory remedies adopted to prevent future financial troubles, and particularly the impact of reforms on market discipline and bank capital. Countries should design and enforce regulations that are appropriate for the institutional environment, strength of market discipline, supervisory capacity, and business models of banks in a given country. Regulations also need to be compatible with incentives, but designing and enforcing such regulations are complex tasks, particularly where sophisticated markets do not exist and institutions are underdeveloped.
