Tamara Mose Brown spent three years immersed in these Brooklyn communities: in public parks, public libraries, and living as a fellow resident among their employers, and her intimate tour of the public spaces of gentrified Brooklyn deepens our understanding of how these women use their collective lives to combat the isolation felt during the workday as a domestic worker. Though at first glance these childcare providers appear isolated and exploited—and this is the case for many—Mose Brown shows that their daily interactions in the social spaces they create allow their collective lives and cultural identities to flourish. Raising Brooklyn demonstrates how these daily interactions form a continuous expression of cultural preservation as a weapon against difficult working conditions, examining how this process unfolds through the use of cell phones, food sharing, and informal economic systems. Ciani examines the long history of interactions between parents and social reformers from diverse backgrounds in the development of social welfare programs, particularly childcare, in San Diego, California. Ciani explores how a variety of people—from destitute parents and tired guardians to benevolent advocates and professional social workers—connected over childcare concerns in a city that experienced tremendous demographic changes caused by urbanization, immigration, and the growth of a local U.S. military infrastructure from 1850 to 1950.
Choosing to Care examines four significant areas where San Diego’s programs were distinct from, and contributed to, the national childcare agenda: the importance of the transnational U.S.–Mexico border relationship in creating effective childcare programs; the development of vocational education to curtail juvenile delinquency; the promotion of nursery school education; and the advancement of an emergency daycare program during the Great Depression and World War II. Ciani shows how children from families in unstable situations, especially children from Native American, Asian, Mexican-descent, African American, and impoverished Anglo families, challenged a social reform system that defined care as both social control and behavioral regulation.
Choosing to Care incorporates a broader definition of childcare to include efforts by governmental and organizational bodies and persons to maintain and nurture the physical, mental, and social health and development of minors when parents and guardians cannot do so. Unleashing the full economic potential of women is nevertheless still a curtailed issue in the region: just about half of women are unable to participate in paid work. The majority of the population out of the labour market is women between the ages of 24 and 45 years. This is the largest share of the available pool of unused human capital countries have, and where mothers of young children are concentrated.This book argues that more and better childcare constitutes a fundamental policy option to improve female outcomes in the labour market, but countries need to pay particular attention to the design and features of such services. First-rate educational programmes will be useless if children are not enrolled or do not attend formal education centres.Through an integrated framework applied to each country and an overview of the existing evidence, this book addresses the why and what questions about policy relevant instruments to achieve female labor participation. Moreover, this book tackles the how question contributing to the incipient evidence about factors affecting the take-up of programs and demand for childcare services and other informal care arrangements.
