The book clinically explores the proper bases, character, and implications of Arab-Sub-Saharan relations through the lens of Arab nationalist diplomatic initiative and collective Black African development initiatives. It presents the Sub-Saharan African with the option of either continuing to regard the Arabs as a people with a common aspiration or putting them in the same neo-colonial basket as he has tended to put Europeans. The book’s main objective is to arrive at a proper understanding of the basis of Arab interest in Sub-Saharan Africa from the Egyptian Revolution of 1952, which brought the first Arab nationalist to power, and 1993, the year of the epoch-making Declaration of Principles (DOP) between Israel and the Palestine Liberation Organization (PLO).Most importantly, the book examines the other face of the African predicament, which previous scholars of modern Africa have neglected. Ironically, the Arabs may have participated in undermining Sub-Saharan Africa’s development by promoting the institution of slavery, which was just as ruthless as the European experience of that phenomenon, if not worse. Nevertheless, due to Europe’s overwhelming dominance in the colonial era, the Arab role has often been downplayed against that of Europeans.

Описание: After the creation of Pakistan in 1947, Sufi shrines became highly contested. Considered deviant and `un-Islamic', they soon fell under government control as part of a state-led strategy to create an `official', more unified, Islamic identity. This book, the first to address the political history of Sufi shrines in Pakistan, explores the various ways in which the postcolonial state went about controlling their activities. Of key significance, Umber Bin Ibad shows, was the `West Pakistan Waqf Properties Ordinance', a governmental decree issued in 1959. Formed when General Ayub Khan assumed the role of Chief Martial Law Administrator, this allowed the state to take over shrines as `waqf property'. According to Islamic law, a waqf, or charitable endowment, had to be used for charitable or religious purposes and the state created a separate Auqaf department to control the finances and activities of all the shrines which were now under a state sponsored waqf system. Focusing on the Punjab - famous for its large number of shrines - the book is based on extensive primary research including newspapers, archival sources, interviews, court records and the official reports of the Auqaf department. At a time when Sufi shrines are being increasingly targeted by Islamist extremists, who view Sufism as heretical, this book sheds light on the shrines' contentious historical relationship with the state. An original contribution to South Asian Studies, the book will also be relevant to scholars of Colonial and Post-Colonial History and Sufism Studies.

Описание: In the global context of the Cold War, the relationship between liberation movements and Eastern European states obviously changed and transformed. Similarly, forms of (material) aid and (ideological) encouragement underwent changes over time. The articles assembled in this volume argue that the traditional Cold War geography of bi-polar competition with the United States is not sufficient to fully grasp these transformations. The question of which side of the ideological divide was more successful (or lucky) in impacting actors and societies in the global south is still relevant, yet the Cold War perspective falls short in unfolding the complex geographies of connections and the multipolarity of actions and transactions that exists until today. Acknowledging the complexities of liberation movements in globalization processes, the papers thus argue that activities need to be understood in their local context, including personal agendas and internal conflicts, rather than relying primarily on the traditional frame of Cold War competition. They point to the agency of individual activists in both "Africa" and "Eastern Europe" and the lessons, practices and languages that were derived from their often contradictory encounters. In Southern African Liberation Movements , authors from South Africa, Portugal, Austria and Germany ask: What role did actors in both Southern Africa and Eastern Europe play? What can we learn by looking at biographies in a time of increasing racial and international conflict? Описание: In recent decades, African states have developed an impressive infrastructure for training their peacekeepers. In addition, peacekeeping, peacebuilding and associated areas of conflict resolution have become significant areas of employment. Marco Jowell has spent a decade working in peacekeeping training in East Africa - initially as one of the foreign 'Technical Advisers' at the Peace Support Operations (PSO) training centre in Kenya, the International Peace Support Training Centre (IPSTC) and subsequently as a strategic adviser to the Rwanda Peace Academy. Using first-hand experience, he considers how military forces from a variety of African states - with great differences in history, language and political systems and with militaries with different cultures and capabilities - can conduct complicated multinational peacekeeping operations. He shows how regional peacekeeping training centres provide an environment for African elites, predominately military, to interact with each other through shared training and experiences. This process of interaction, or socialisation, improves skills but also encourages cohesion so that future African-led missions will be managed by well-trained officers who are comfortable and willing to work within a regional or Pan-African framework. Jowell shows that part of the aim of peacekeeping training centres is to foster a Pan-African 'outward' looking ideology or disposition as well as improving technical ability. How should failed states in Africa be understood? Catherine Scott here critically engages with the concept of state failure and provides an historical reinterpretation. She shows that, although the concept emerged in the context of the post-Cold War new world order, the phenomenon has been attendant throughout (and even before) the development of the Westphalian state system. Contemporary failed states, however, differ from their historical counterparts in one fundamental respect: they fail within their existing borders and continue to be recognised as something that they are not. This peculiarity derives from international norms instituted in the era of decolonisation, which resulted in the inviolability of state borders and the supposed universality of statehood. Scott argues that contemporary failed states are, in fact, failed post-colonies. Thus understood, state failure is less the failure of existing states and more the failed rooting and institutionalisation of imported and reified models of Western statehood.
Drawing on insights from the histories of Uganda and Burundi, from pre-colonial polity formation to the present day, she explores why and how there have been failures to create effective and legitimate national states within the bounds of inherited colonial jurisdictions on much of the African continent.
