Despite increasing interest in how involvement in local government can improve governance and lead to civic renewal, questions remain about participation's real impact. This book investigates participatory budgeting—a mainstay now of World Bank, UNDP, and USAID development programs—to ask whether its reforms truly make a difference in deepening democracy and empowering civil society. Looking closely at eight cities in Brazil, comparing those that carried out participatory budgeting reforms between 1997 and 2000 with those that did not, the authors examine whether and how institutional reforms take effect.
Bootstrapping Democracy highlights the importance of local-level innovations and democratic advances, charting a middle path between those who theorize that globalization hollows out democracy and those who celebrate globalization as a means of fostering democratic values. Uncovering the state's role in creating an "associational environment," it reveals the contradictory ways institutional reforms shape the democratic capabilities of civil society and how outcomes are conditioned by relations between the state and civil society.

Описание:
At first, it was believed that accession to the EU would have a positive effect on the process of democratization in former communist countries. However, over time it became clear that difficulties with the democratic system endured in a number of these countries.
This book reconsiders the results of the process of democratization in Central and Eastern Europe and evaluates the nature and effectiveness of the Europeanization process. It comparatively explores the process of democratic consolidation and accession to the European Union in Poland, Slovakia and Bulgaria. Using these case studies, the book assesses the impact of the EU on the accountability and integrity of governments in this part of Europe.
This text will be of key interest to scholars and students of democratization studies, European studies, EU studies, transition studies, area studies, and international relations.

Описание: Public trust in the scientific community is under extraordinary pressure. Crucial areas of human activity and public policy, such as education, universities, climate and health care are influenced by populist political strategies rather than evidence-based solutions. Moreover, data-driven methods are becoming increasingly subject to delegitimization. This book examines potential remedies for improving public trust and the legitimacy of science. It reviews different policy approaches adopted by governments to incentivize the empowerment of stakeholders through co-production arrangements, participatory mechanisms, public engagement and interaction between citizens and researchers.Offering an original analysis of the political roots of the governmental impact and engagement agenda, this book sheds much-needed light on the wider connections to democracy.

Описание: Denise Walsh offers an explanation for why advances in women`s rights rarely occur in democratizing states, arguing that leading institutions in the public sphere are highly gendered, meaning women`s ability to shape the content of public debate and put pressure on the state to advance their rights is limited.

Описание: This edited volume brings together critical insights that address the multifaceted problems of governance and democracy in the developing regions with specific reference to Africa. It explores both the externally prescribed and home-grown governance initiatives geared toward democracy and development, and suggests alternative strategies to improve the processes and institutions of governance. The chapters in the book deal with major concerns related to governance, including the strengths and limits of existing policies and practices and the structure and role of state and non-state institutions in promoting democracy and participation. All these issues, in general, have great significance for realizing an authentic and enduring mode of democratic governance in the developing world.

Описание: This volume critically discusses the relationship between democracy and constitutionalism. It does so with a view to respond to objections raised by legal and political philosophers who are sceptical of judicial review based on the assumption that judicial review is an undemocratic institution. The book builds on earlier literature on the moral justification of the authority of constitutional courts, and on the current attempts to develop a system on "weak judicial review". Although different in their approach, the chapters all focus on devising institutions, procedures and, in a more abstract way, normative conceptions to democratize constitutional law. These democratizing strategies may vary from a radical objection to the institution of judicial review, to a more modest proposal to justify the authority of constitutional courts in their "deliberative performance" or to create constitutional juries that may be more aware of a community's constitutional morality than constitutional courts are. The book connects abstract theoretical discussions about the moral justification of constitutionalism with concrete problems, such as the relation between constitutional adjudication and deliberative democracy, the legitimacy of judicial review in international institutions, the need to create new institutions to democratize constitutionalism, the connections between philosophical conceptions and constitutional practices, the judicial review of constitutional amendments, and the criticism on strong judicial review.

Описание: Drawing from recent streams of scholarship, Democratizing Europe provides a renewed portrait of EU government that point at the enduring leading role of independent powers (the European Court, Commission and Central Bank). Vauchez suggests that we recognize this centrality and adjust our democratization strategies accordingly.

Описание:
Throughout history, the right to vote has been extended to landowning men, the poor, minorities, women, and young adults. In each case, the meaning of democracy itself has been transformed. The one major group still denied suffrage is the third of humanity who are under 18 years of age. However, children are becoming increasingly active in political movements for climate regulation, labor rights, gun control, transexual identity, and racial justice. And these have led to a growing global movement to eliminate minimum ages of enfranchisement.
This book argues that it is time to give children the vote. Using political theory and drawing on childhood studies, it shows why suffrage cannot legitimately be limited according to age, as well as why truly universal voting is beneficial to all and can help save today's crumbling democratic norms. It carefully responds to a wide range of objections concerning competence, knowledge, adult rights, power relations, harms to children, and much more. And it develops a detailed childist theory of voting based on holding elected representatives maximally responsive to the people's different lived experiences. The book also introduces the concept of proxy-claim voting, wherein parents or guardians exercise proxy votes for non-competent persons, both child and adult, until whatever time those persons wish to claim or reclaim the exercise of their vote for themselves. Ultimately, the book maps out a new vision of democratic voting that, by equally empowering children, is at last genuinely democratic.
