Описание: Transboundary watercourses account for an estimated 60 per cent of global freshwater flow and support the livelihoods of hundreds of millions of people worldwide. Yet the indeterminate status of water rights in many international watercourses presents a problem and many attempts to resolve water rights issue have failed. Knowing how and where negotiations fail is essential if successful resolution is to be achieved. Muserref Yetim's important book seeks to illustrate a means to the peaceful resolution of natural resource based conflicts. Through a detailed study of the Tigris-Euphrates water conflict, involving Turkey, Syria and Iraq, countries of vital security interest to the world at large, the author clarifies the collective action dilemmas confronting Middle Eastern watercourses and reveals the bargaining bottlenecks where negotiations fail. She develops an original framework that explains bargaining failures and proposes conditions for creating a new property rights regime among watercourse states that offers a route to governing their shared water resources in ways that are politically, economically and environmentally sound. In almost all water scarce regions, international water resources are subject to intense unilateral exploitation in a highly competitive fashion. And as demand for freshwater continues to increase, through increasing urbanization and the continuing development of societies, so the issue of how such shared water resources can best be governed is becoming vitally important. This 2016 edition of the report uses the latest available data to assess water security in five key dimensions: household access to piped potable water and improved sanitation, economic water security, providing better urban water services to build more livable cities, restoring healthy rivers and ecosystems, and resilience to water disasters. The region shows a positive trend in strengthening water security since the 2013 edition of the report, when 38 out of 49 countries were assessed as water-insecure. In 2016, that number dropped to 29 out of 48 countries.

Описание: Cooperation over transboundary rivers, lakes and aquifers is critical to ensuring that water resources are managed in an equitable and sustainable manner, and the achievement of SDG6 (water). Transboundary waters also create social, economic, environmental and political inter-dependencies that make cooperation a precondition to sustainable development, peace and security. As the only target in the 2030 Agenda for Sustainable Development that makes explicit reference to transboundary cooperation, target 6.5 can play a catalytic role across multiple SDGs and targets. It can generate multiple benefits for the protection of human health, renewable energy provision, sustainable agriculture, climate adaptation, ecosystem protection, and peace and security. This publication presents the results of the initial reporting exercise on indicator 6.5.2 carried out in 2017-2018. It offers valuable insights into the progress achieved in establishing operational arrangements for transboundary waters, and the gaps that remain; and highlights that an acceleration in strengthening transboundary water cooperation is urgently needed to be able to face growing water challenges and prevent conflicts on water use.
