Описание: This book explores the impact on EU member states of intensified European cooperation in the field of vocational education and training. By employing the Varieties of Capitalism approach as an analytical framework, it seeks to bridge diverging views from an innovative standpoint: While many experts argue that EU policies liberalize national training systems in spite of being ‘soft law’, Varieties of Capitalism argues that these polices do not produce a convergence of national institutions. The book maintains that European instruments such as the European Qualifications Framework and the European Credit System for Vocational Education and Training are indeed biased towards liberal training regimes. On the basis of case studies on Germany, the Netherlands and England, it shows that the initiatives were implemented in line with national training systems. Thus, European soft law does not lead to a convergence of training regimes – or, as the book posits, of welfare states in general.

This book provides a comprehensive account of the extent to which policies and institutions of the European Union (EU) spread across different contexts. Are the EU's attempts to transfer its policies and institutions to accession and neighbourhood countries sustainable and effective? To what degree do other regions of the world emulate the EU's institutional features, what are the mechanisms of, and conditions for, their diffusion? Chapters deal with Europeanization in the new EU member states, particularly in Romania and Bulgaria, in current accession candidates, i.e. the Western Balkans and Turkey, as well the Eastern (Southern Caucasus) and Southern Neighbourhood (Israel and the Maghreb). In addition, authors investigate the diffusion of EU policies and institutions in Sub-Saharan Africa, Asia, and Latin America. The authors place Europeanization studies in the wider context of research on transnational diffusion, and examine the relevant mechanisms and processes, including incentives and capacity-building, socialization and learning as well as functional and normative emulation. Finally, the book discusses what conditions lead to the successful diffusion of European institutions and policies, such as domestic incentives, degrees of (limited) statehood, regime type, and power (a)symmetries.

Описание: This title was first published in 2002: Negotiated Europeanisation is the final study in a three-volume series on European Works Councils by an international research group. The first two studies have already been published by Ashgate. The current study is rooted in an analysis of the establishment of EWCs under Articles 5 and 6 of the 1994 EWC Directive. This is now a mandatory procedure and completes the development of EWCs from bodies set up purely by voluntary negotiation to bodies set up within a binding statutory procedure. The study is based on cases of five (named) major European firms in a variety of industrial sectors. As well as a detailed consideration of how negotiations using the mandatory procedure took place, there are more general reflections on the 'quality' of the actors involved, the negotiating process and the outcomes. As well as their analytical value, these observations offer a number of practical pointers on the establishment of information and consultation arrangements internationally. The study also asks why EWCs have been set up in only one third of eligible companies and why the pace of establishing new EWCs slowed after the mandatory procedure came into force in September 1996. This part of the study is based upon a pan-European questionnaire and offers the first empirical findings on this issue. European Works Councils exemplify a new mode of regulation at the European level, not only within industrial relations but in the field of European integration more widely conceived - Europe as a multi-level system of governance within a framework of devolved subsidiarity. This study is of both academic and practical interest, particularly in view of the continuing process of change in this area, exemplified in new Directives on the European Company Statute and information and consultation at national level.
