Описание: Agriculture is one of the most climate-sensitive of all economic sectors. Azerbaijan is one of the many countries where the majority of the rural population depends on agriculture--directly or indirectly--for their livelihood. Further, changes in climate and their impacts on agricultural systems and rural economies are already evident throughout Europe and Central Asia. The risks associated with climate change therefore pose an immediate and fundamental problem in the country. Adaptation measures now in use in Azerbaijan, largely piecemeal efforts, will be insufficient to prevent impacts on agricultural production over the coming decades. As a result, there is growing interest at country and development partner levels to have a better understanding of the exposure, sensitivities, and impacts of climate change at the farm level, and to develop and prioritize adaptation measures to mitigate the adverse consequences. Beginning in 2009, the World Bank embarked on a program for selected Eastern Europe and Central Asian (ECA) client countries to enhance their ability to mainstream climate change adaptation into agricultural policies, programs, and investments. This multi-stage effort has included activities to raise awareness of the threat, analyze potential impacts and adaptation responses, and build capacity among client country stakeholders and ECA Bank staff with respect to climate change and the agricultural sector. This study, Reducing the Vulnerability of Azerbaijan's Agricultural Systems to Climate Change, is the culmination of efforts by the Azerbaijani institutions and researchers, the World Bank, and a team of international experts to jointly undertake an analytical study to address potential impacts climate change may have on Azerbaijan's agricultural sector, but, more importantly, to develop a list of prioritized measures to adapt to those impacts. Specifically, this study provides a menu of options for climate change adaptation in the agricultural and water resources sectors, along with specific recommended actions that are tailored to distinct agricultural regions within Azerbaijan. These recommendations reflect the results of three inter-related activities, conducted jointly by the expert team and local partners: 1) quantitative economic modeling of baseline conditions and the effects of certain adaptation options; 2) qualitative analysis conducted by the expert team of agronomists, crop modelers, and water resource experts; and 3) input from a series of participatory workshops for farmers in each of the agricultural regions. Reducing the Vulnerability of Azerbaijan's Agricultural Systems to Climate Change is part of the World Bank Studies series. These papers are published to communicate the results of the Bank's ongoing research and to stimulate public discussion. Описание: Job creation and productivity growth are at the forefront of the global development agenda. This is particularly relevant for Azerbaijan, whose government faces a central challenge to create conditions that will facilitate growth in nonoil tradable sectors. This study seeks to identify determinants of high-growth entrepreneurial activity. The study uses data from the new 2012 World Bank Entrepreneurship Survey conducted to gauge new firm growth in the formal sector in Azerbaijan and data from World Bank Enterprise Surveys to analyse innovative activity in existing firms. It includes detailed case study analyses to complement these findings.The study finds that high-growth entrepreneurialism is low in Azerbaijan and that innovative activity among firms is very low. Several factors hinder business growth and entrepreneurship. These include a lack of competition, financial systems that are not conducive to business development and a lack of industry-relevant skills. While outlining broad policy directions in areas namely improving competition and access to information, improving the business environment, increasing access to finance, developing skills, increasing access to markets, incentivising greater in-firm research and development and raising awareness it lays out some priority areas that the government could embark on.The government could remove bottlenecks that impede entrepreneurialism in the general business environment and design new financial policy instruments to foster entrepreneurship and innovation. We hope that the issues discussed and the dialogue initiated during the course of this study would lend itself to policy design to foster high-growth entrepreneurship with a view to higher growth and job creation in this highly globalized world.

Описание: Azerbaijan experienced a 'golden age' in the last decade, during which the average growth rate reached record high levels and poverty decreased significantly. On average, the economy grew by 15.3 percent per year in real terms during this period. As a result, poverty declined dramatically from 49.6 percent in 2001 to 15.8 percent in 2008. <br><br>This study takes an inclusive growth approach to investigating the ways in which the country’s high growth was translated into significant poverty reduction. The report first investigates the sources of growth in Azerbaijan with an emphasis on sectoral composition and structural transformation, and then explores how growth helped to reduce poverty. Next, it analyses the sustainability and inclusiveness of the recent growth, and focuses on the structural obstacles that constrain further inclusive growth in Azerbaijan. Finally, it recommends a set of policies to overcome these obstacles.<br><br>The main findings of this study call for a careful strategy in promoting further inclusive growth in Azerbaijan. Poverty is found to be reduced mainly by oil-financed social transfers and real wage growth, which in turn were made possible by Azerbaijan's sharply increasing oil revenues. However, as the share of hydrocarbon sector grew in the economy, structural transformation towards diversification and balanced growth stalled. Moreover, the sectoral composition of recent growth has not been conducive to employment creation. To further strengthen inclusiveness, therefore, there is a need for diversification and improvement in labour market outcomes. <br><br>This study also identifies areas where policy adjustments can unleash further inclusive growth in the non-oil economy. These include promotion of a greater economic integration into world markets, introduction of a robust and long-term oriented fiscal rule that limits and smoothes the domestic absorption of oil revenues, removing the skill mismatches and distortionary tax incentives that may create adverse incentives in the labour market, and improving institutional aspects of the business environment. A broad strategy for promoting inclusive growth involves implementing these policies in a systematic fashion.
