This book traces American writers' contributions and responses to the War on Poverty. Its title comes from the 1964 Opportunity Act, which established a network of federally funded Community Action Agencies that encouraged "maximum feasible participation" by the poor. With this phrase, the Johnson administration provided its imprimatur for an emerging model of professionalism that sought to eradicate boundaries between professionals and their clients—a model that appealed to writers, especially African Americans and Chicanos/as associated with the cultural nationalisms gaining traction in the inner cities. These writers privileged artistic process over product, rejecting conventions that separated writers from their audiences.
"Participatory professionalism," however, drew on a social scientific conception of poverty that proved to be the paradigm's undoing: the culture of poverty thesis popularized by Oscar Lewis, Michael Harrington, and Daniel Moynihan. For writers and policy experts associated with the War on Poverty, this thesis described the cultural gap that they hoped to close. Instead, it eventually led to the dismantling of the welfare state. Commons Democracy highlights a poorly understood dimension of democracy in the early United States. It tells a story that, like the familiar one, begins in the Revolutionary era. But instead of the tale of the Founders’ high-minded ideals and their careful crafting of the safe framework for democracy—a representative republican government—Commons Democracy examines the power of the democratic spirit, the ideals and practices of everyday people in the early nation. As Dana D. Nelson reveals in this illuminating work, the sensibility of participatory democratic activity fueled the involvement of ordinary folk in resistance, revolution, state constitution-making, and early national civic dissent. The rich variety of commoning customs and practices in the late colonies offered non-elite actors a tangible and durable relationship to democratic power, one significantly different from the representative democracy that would be institutionalized by the Framers in 1787. Описание: Why do rap MCs present their studio recorded lyrics as “live and direct”? Why do they so insistently define abilities or actions, theirs or someone else’s, against a pre-existing signifier? This book examines the compositional practice of rap lyricists and offers compelling answers to these questions. Through a 40 year-span analysis of the music, it argues that whether through the privileging of chanted call-and-response phrases or through rhetorical strategies meant to assist in getting one’s listening audience open, the focus of the first rap MCs on community building and successful performer-audience cooperation has remained prevalent on rap records with lyrics and production techniques encouraging the listener to become physically and emotionally involved in recorded performances. Relating rap’s rhetorical strategy of posing inferences through intertextuality to early call-and-response routines and crowd-controlling techniques, this study emphasizes how the dynamic and collective elements from the stage performances and battles of the formative years of rap have remained relevant in the creative process behind this music. It contends that the customary use of identifiable references and similes by rap lyricists works as a fluid interchange designed to keep the listener involved in the performance. Like call-and-response in live performances, it involves a dynamic form of communication and places MCs in a position where they activate the shared knowledge of their audience, making sure that they “know what they mean,” thus transforming their mediated lyrics into a collective and engaging performance.
