In Lebanon, religious parties such as Hezbollah play a critical role in providing health care, food, poverty relief, and other social welfare services alongside or in the absence of government efforts. Some parties distribute goods and services broadly, even to members of other parties or other faiths, while others allocate services more narrowly to their own base. In Compassionate Communalism, Melani Cammett analyzes the political logics of sectarianism through the lens of social welfare. On the basis of years of research into the varying welfare distribution strategies of Christian, Shia Muslim, and Sunni Muslim political parties in Lebanon, Cammett shows how and why sectarian groups deploy welfare benefits for such varied goals as attracting marginal voters, solidifying intraconfessional support, mobilizing mass support, and supporting militia fighters.Cammett then extends her arguments with novel evidence from the Sadrist movement in post-Saddam Iraq and the Bharatiya Janata Party in contemporary India, other places where religious and ethnic organizations provide welfare as part of their efforts to build political support. Nonstate welfare performs a critical function in the absence of capable state institutions, Cammett finds, but it comes at a price: creating or deepening social divisions, sustaining rival visions of the polity, or introducing new levels of social inequality.Compassionate Communalism is informed by Cammett's use of many methods of data collection and analysis, including Geographic Information Systems (GIS) analysis of the location of hospitals and of religious communities; a large national survey of Lebanese citizens regarding access to social welfare; standardized open-ended interviews with representatives from political parties, religious charities, NGOs, and government ministries, as well as local academics and journalists; large-scale proxy interviewing of welfare beneficiaries conducted by trained Lebanese graduate students matched with coreligionist respondents; archival research; and field visits to schools, hospitals, clinics, and other social assistance programs as well as political party offices throughout the country.

In non-democratic regimes around the world, non-state organizations provide millions of citizens with medical care, schooling, childrearing, and other critical social services. Why would any authoritarian countenance this type of activism? Under what conditions does the private provision of social services generate political mobilization? And in those cases, what linkage does the provision of social services forge between the provider and recipient?
In Winning Hearts and Votes, Steven Brooke argues that authoritarians often seek to manage moments of economic crisis by offloading social welfare responsibilities to non-state providers. But providers who serve poorer citizens, motivated by either charity of clientelism, will be constrained in their ability to mobilize voters because the poor depend on the state for many different goods. Organizations that serve paying customers, in contrast, may produce high quality, consistent, and effective services. This type of provision generates powerful, reputation-based linkages with a middle-class constituency more likely to support the provider on election day.

Описание: Given the labour market challenges that countries in the Middle East and North Africa (MENA) region are facing (notably high unemployment, prevalence of skills mismatches, low labour market mobility, and lack of formal employment networks), employment services could be a relevant policy instrument to assist unemployed individuals to find jobs. Despite high and increasing unemployment rates, employers in the region are facing difficulties to find workers whose competences and skills fit their employment needs. <br><br>The study first surveys international best practices for the delivery of employment services and then reviews the provision of these services in a selected group of countries in the MENA region, with a focus on public provision through existing public employment agencies. Findings indicate public agencies in the region face many challenges for the effective delivery of employment programmes, namely poor administrative capacity, system fragmentation, lack of governance and accountability, regulation bottlenecks, and flaws in programme design.<br><br>In order to help unemployed workers to obtain the competences required by available jobs, this study proposes a reform agenda based on the development of strong partnerships between public agencies, public providers, and employers for the design and implementation of flexible employment programs that respond to real employment needs. These partnerships will need to be developed with strong governance mechanisms that make beneficiaries, private providers, and firms accountable for making sure that investments in employment programmes lead to employment insertion. <br><br>The book is directed to policy makers, practitioners, economists, and anyone interested in international best practices to promote a more effective delivery of employment services.
