Notwithstanding enthusiastic commitments reflected in agreements and action plans, there is a gulf between rhetoric and implementation most notably in sensitive areas relating to traditional security. In the light of the findings of this study, the author proposes that greater cooperation in common human security areas has a potential to pave the way for a cooperation on issues of a ’contentious’ nature, particularly terrorism.

Описание: The nation states in the Black Sea area have initiated many co-operative policies but the area also sees numerous tensions between neighboring states. The conflict-co-operation paradox, along with ethnic fragmentation and shared culture, are two of the most salient features of the Black Sea Area. These paradoxes are not the only force in the evolution of the region though.
