(Alisch 1998a S. 7) In dieser Arbeit soll nicht ber die politischen, gesellschaftlichen und sozialen Hintergr nde spekuliert werden, die den Boden und Rahmen von solchen Entwicklungen bilden. Hier wird ein Schritt weitergegangen und eine programmatische Reaktion aufgezeigt; das Bund-L nder-Programm "Stadtteile mit besonderem Entwicklungsbedarf - die soziale Stadt." Die Arbeit gliedert sich wie folgt: In einem ersten Schritt wird die Ausgangssituation dargestellt. Dabei wird deutlich, dass das Programm als Paradigmenwechsel gehandelt wird, da es sich nicht alleine auf bauliche Ma nahmen st tzt sondern es sollen "selbstst ndig lebensf hige und lebenswerten Stadtteile" (vgl.
