Hurricane Katrina devastated New Orleans in 2005, but in the subsequent ten years, the city has demonstrated both remarkable resilience and frustrating stagnation. In Reforming New Orleans, Peter F. Burns and Matthew O. Thomas chart the city’s recovery and assess how successfully officials at the local, state, and federal levels transformed the Big Easy in the wake of disaster. Focusing on reforms in four key sectors of urban governance—economic development, education, housing, and law enforcement—both before and after Katrina, they find lessons for cities hit by sudden shocks, such as natural disasters or large-scale financial crises.
One of their key insights is that post-disaster recovery tends to limit local control. State and federal officials, national foundations, and local actors excluded by pre-Katrina politics used their resources and authority to displace entrenched local interests and implement a public agenda focused on institutional and governmental change. Burns and Thomas also make clear reform in New Orleans was already underway before Katrina hit, but that it had focused largely on upper- and middle-class residents, a trend that accelerated after the storm. Since the early 1990s, the federal role in education—exemplified by the controversial No Child Left Behind Act (NCLB)—has expanded dramatically. Yet states and localities have retained a central role in education policy, leading to a growing struggle for control over the direction of the nation’s schools. In An Education in Politics, Jesse H. Rhodes explains the uneven development of federal involvement in education. While supporters of expanded federal involvement enjoyed some success in bringing new ideas to the federal policy agenda, Rhodes argues, they also encountered stiff resistance from proponents of local control. Built atop existing decentralized policies, new federal reforms raised difficult questions about which level of government bore ultimate responsibility for improving schools.
Rhodes’s argument focuses on the role played by civil rights activists, business leaders, and education experts in promoting the reforms that would be enacted with federal policies such as NCLB. The perceptions held by Canadians about the US health care system, or those held by Americans about Canada, end up having significant impact on health policy makers in both countries.
Health Care Policy and Opinion in the United States and Canada examines these perceptions and their effects using an extensive cross-national survey made up of two public opinion polls of over 3,500 respondents from the US and Canada. The book first develops a rigorous and detailed explanation of the factors that contribute to levels of satisfaction among Americans and Canadians with respect to their health care systems. It then attempts to study the perceptions of Canadians vis- -vis the US health care system as well as the perception of Americans toward Canada's health care system.
