Over the last several decades, life in Lahore has been undergoing profound transformations, from rapid and uneven urbanization to expanding state institutions and informal economies. What do these transformations look like if viewed from the lens of waste materials and the lives of those who toil with them? In Lahore, like in many parts of Pakistan and South Asia, waste workers—whether municipal employees or informal laborers—are drawn from low- or noncaste (Dalit) groups and dispose the collective refuse of the city's 11 million inhabitants. Bringing workers into contact with potentially polluting materials reinforces their stigmatization and marginalization, and yet, their work allows life to go on across Lahore and beyond. This historical and ethnographic account examines how waste work has been central to organizing and transforming the city of Lahore—its landscape, infrastructures, and life—across historical moments, from the colonial period to the present.
Building upon conversations about changing configurations of work and labor under capitalism, and utilizing a theoretical framework of reproduction, Waqas H. Butt traces how forms of life in Punjab, organized around caste-based relations, have become embedded in infrastructures across Pakistan, making them crucial to numerous processes unfolding at distinct scales. Life Beyond Waste maintains that processes reproducing life in a city like Lahore must be critically assessed along the lines of caste, class, and religion, which have been constitutive features of urbanization across South Asia.

Описание: Vietnam stands out as one of the most dynamic emerging countries in the East Asia and Pacific region. Since major reforms in the 1990s, the country has experienced an annual average growth rate of 6-7 percent, and extreme poverty rate has fallen from over 50 percent to 3 percent. Yet, the rapid growth and decentralization process have brought significant pressure on provincial governments in terms of local infrastructure investments and urban services delivery. With an annual shortfall of US$9 billion in funding for local infrastructure investments, provincial governments in Vietnam need to move toward a more market-driven financing model. This transition will require enhanced financial and technical capacity of local governments as well as an enabling environment for subnational borrowing. This report explores the development of a pilot financial instrument that could catalyze the subnational borrowing market in Vietnam. The report presents the findings of three assessments, which focused on (a) the borrowing capacity and creditworthiness of selected provincial governments, (b) the capacity of the commercial banking sector to invest in provincial governments, and (c) the current status of Vietnam's regulatory framework. The findings of this report will be useful to policy makers in Vietnam, providing an understanding of the key issues associated with a shift toward a more affordable and efficient local infrastructure financing model and presenting a preliminary roadmap for development of a pilot instrument. The report will also be of interest to policy makers in other transition countries that are facing similar challenges.

Cities around the world are undergoing profound changes. In this global era, we live in a world of rising knowledge economies, digital technologies, and awareness of environmental issues. The so-called modern infrastructural ideal of spatially and socially ubiquitous centrally-governed infrastructures providing exclusive, homogeneous services over extensive areas, has been the standard of reference for the provision of basic essential services, such as water and energy supply. This book argues that, after decades of undisputed domination, this ideal is being increasingly questioned and that the network ideology that supports it may be waning.
In order to begin exploring the highly diverse, fluid and unstable landscapes emerging beyond the networked city, this book identifies dynamics through which a 'break' with previous configurations has been operated, and new brittle zones of socio-technical controversy through which urban infrastructure (and its wider meaning) are being negotiated and fought over. It uncovers, across a diverse set of urban contexts, new ways in which processes of urbanization and infrastructure production are being combined with crucial sociopolitical implications: through shifting political economies of infrastructure which rework resource distribution and value creation; through new infrastructural spaces and territorialities which rebundle socio-technical systems for particular interests and claims; and through changing offsets between individual and collective appropriation, experience and mobilization of infrastructure.
