Описание: Despite efforts to build the state, profound political order in rural Afghanistan is maintained by self-governing, customary organizations. This book explores the rules governing these organizations to explain why they can provide public goods. Instead of withering during decades of conflict, customary authority adapted to become more responsive.

Описание: The agriculture sector can play an important role in poverty reduction and sustained growth in Afghanistan, primarily through job creation, improved productivity, and inclusiveness. Using an 'agricultural jobs lens' and multidimensional approach, this report explores the sector's direct and indirect roles in explaining the dynamics of rural employment. The report critically examines three dimensions. First, it evaluates the current jobs structure in rural areas and finds that rural jobs are concentrated in cereal agriculture, especially in wheat, which reflects why the returns from jobs in agriculture are low in Afghanistan. Second, it analyzes the inclusive nature of agriculture jobs for vulnerable groups such as women, youth, those who are landless, and the bottom 40 percent of income earners. The analysis finds that although agriculture jobs are inclusive, many women and youth participate as voluntary family workers because they are unable to access markets and/or find paid jobs in the nonfarm sector. Third, the report evaluates the role of public and private sector interventions in supporting job creation in agriculture. It was argued that interventions can work and that there is significant scope to scale them up. Overall, the report exhibits many insights about the state of Afghanistan's rural labor market and provides guidance for formulating effective job-creation policies for the rural population. The key recommendations provide a pathway to achieve sustained and inclusive job growth through diversification toward high-value crops and livestock, linking farmers to markets through continued investment in connectivity and rural infrastructure, a balanced development strategy for an enabling environment for farm and nonfarm sectors, and strengthening the private sector presence in agriculture and its linkage with the public sector to agribusiness. In tandem, it is important to improve the design structure of jobs measurement for rural jobs, especially jobs in agriculture tailored to sectoral context.
Описание: Owen W. Gilman Jr. stresses the US experience of war in the twenty-first century and argues that wherever and whenever there is war, there will be imaginative responses to it, especially the recent wars in Afghanistan and Iraq. Since the trauma of September 11, the experience of Americans at war has been rendered honestly and fully in a wide range of texts--creative nonfiction and journalism, film, poetry, and fiction. These responses, Gilman contends, have packed a lot of power and measure up even to World War II's literature and film.Like few other books, Gilman's volume studies these new texts-- among them Kevin Powers's debut novel The Yellow Birds and Phil Klay's short stories Redeployment, along with the films The Hurt Locker, American Sniper, and Billy Lynn's Long Halftime Walk. For perspective, Gilman also looks at some touchstones from the Vietnam War. Compared to a few of the big Vietnam books and films, this new material has mostly been read and watched by small audiences and generated less discussion.Gilman exposes the circumstances in American culture currently preventing literature and film of our recent wars from making a significant impact. He contends that Americans' inclination to demand distraction limits learning from these compelling responses to war in the past decade. According to Gilman, where there should be clarity and depth of knowledge, we instead face misunderstanding and the anguish endured by veterans betrayed by war and our lack of understanding.
Historians have long neglected Afghanistan's broader history when portraying the opium industry. But in Poppies, Politics, and Power, James Tharin Bradford rebalances the discourse, showing that it is not the past forty years of lawlessness that makes the opium industry what it is, but the sheer breadth of the twentieth-century Afghanistan experience. Rather than byproducts of a failed contemporary system, argues Bradford, drugs, especially opium, were critical components in the formation and failure of the Afghan state.
In this history of drugs and drug control in Afghanistan, Bradford shows us how the country moved from licit supply of the global opium trade to one of the major suppliers of hashish and opium through changes in drug control policy shaped largely by the outside force of the United States. Poppies, Politics, and Power breaks the conventional modes of national histories that fail to fully encapsulate the global nature of the drug trade. By providing a global history of opium within the borders of Afghanistan, Bradford demonstrates that the country's drug trade and the government's position on that trade were shaped by the global illegal market and international efforts to suppress it. By weaving together this global history of the drug trade and drug policy with the formation of the Afghan state and issues within Afghan political culture, Bradford completely recasts the current Afghan, and global, drug trade.

This carefully curated primary source collection includes more than 80 documents from the national and international participants in nearly four decades of conflict that led to the Afghanistan War. Readers will gain an understanding of the macro and micro costs of the war on the participants and the political, social, economic, and military factors that have allowed the fighting to persist. Authored by a former member of the Afghanistan Study Team at the U.S. Army's Combat Studies Institute, readers will gain special insight into the military dynamics of the war in Afghanistan and how the war has changed those who have fought in it.
The book is divided into four chapters that cover the primary phases of the war in Afghanistan: The Soviet Invasion and Civil War, 1979-2001; Operation ENDURING FREEDOM and Reconstruction Begins, 2001-2003; The Taliban Return, 2003-2009; and The Surge, Drawdown, and an Uncertain Future, 2009-2017. This structure enables readers to clearly understand how the war evolved and the most significant developments that shaped each period.

Описание:
When NATO took charge of the International Security Assistance Force (ISAF) for Afghanistan in 2003, ISAF conceptualized its mission largely as a stabilization and reconstruction deployment. However, as the campaign has evolved and the insurgency has proved to more resistant and capable, key operational imperatives have emerged, including military support to the civilian development effort, closer partnering with Afghan security forces, and greater military restraint. All participating militaries have adapted, to varying extents, to these campaign imperatives and pressures.
This book analyzes these initiatives and their outcomes by focusing on the experiences of three groups of militaries: those of Britain, Canada, Denmark, the Netherlands, and the US, which have faced the most intense operational and strategic pressures; Germany, who's troops have faced the greatest political and cultural constraints; and the Afghan National Army (ANA) and the Taliban, who have been forced to adapt to a very different sets of circumstances.
