A look at the benefits and consequences of the rise of community-based organizations in urban development
Who makes decisions that shape the housing, policies, and social programs in urban neighborhoods? Who, in other words, governs? Constructing Community offers a rich ethnographic portrait of the individuals who implement community development projects in the Fairmount Corridor, one of Boston's poorest areas. Jeremy Levine uncovers a network of nonprofits and philanthropic foundations making governance decisions alongside public officials--a public-private structure that has implications for democratic representation and neighborhood inequality. Levine spent four years following key players in Boston's community development field. While state senators and city councilors are often the public face of new projects, and residents seem empowered through opportunities to participate in public meetings, Levine found a shadow government of nonprofit leaders and philanthropic funders, nonelected neighborhood representatives with their own particular objectives, working behind the scenes. Tying this system together were political performances of "community"--government and nonprofit leaders, all claiming to value the community. Levine provocatively argues that there is no such thing as a singular community voice, meaning any claim of community representation is, by definition, illusory. He shows how community development is as much about constructing the idea of community as it is about the construction of physical buildings in poor neighborhoods. Constructing Community demonstrates how the nonprofit sector has become integral to urban policymaking, and the tensions and trade-offs that emerge when private nonprofits take on the work of public service provision.

Описание:
Imagining Seattle dives into some of the most pressing and compelling aspects of contemporary urban governance in the United States. Serin D. Houston uses a case study of Seattle to shed light on how ideas about environmentalism, privilege, oppression, and economic growth have become entwined in contemporary discourse and practice in American cities. Seattle has, by all accounts, been hugely successful in cultivating amenities that attract a creative class. But policies aimed at burnishing Seattle’s liberal reputation often unfold in ways that further disadvantage communities of color and the poor, complicating the city’s claims to progressive politics.
Through ethnographic methods and a geographic perspective, Houston explores a range of recent initiatives in Seattle, including the designation of a new cultural district near downtown, the push to charge for disposable shopping bags, and the advent of training about institutional racism for municipal workers. Looking not just at what these policies say but at how they work in practice, she finds that opportunities for social justice, sustainability, and creativity are all constrained by the prevalence of market-oriented thinking and the classism and racism that seep into the architecture of many programs and policies. Houston urges us to consider how values influence actions within urban governance and emphasizes the necessity of developing effective conditions for sustainability, creativity, and social justice in this era of increasing urbanization.

One of the most heartening developments in climate change mitigation in recent years has been the increasing attention paid to the principle of 'thinking globally and acting locally'. The failure of the international community to reach significant global agreements on the reduction of greenhouse gas emissions has led local governments, environmental organisations and citizens themselves to focus increasingly on the local possibilities for action on climate change.
This book analyses the strengths and weaknesses of the co-production of climate policies that take place where citizen engagement and local initiatives converge with public agencies. Case studies from Northern Europe, Australia/New Zealand and the USA reveal that traditional individualist approaches to promoting environmental behaviour epitomised by information campaigns and economic incentives cannot trigger the deep behavioural changes required to materially improve our response to climate change. Only by marshalling the forces of thousands, and eventually millions of citizens, can we manage to reach environmental sceptics, reinforce political action and create the new social norms that are sorely needed in our local, and global, response to climate change.
This book will be of great relevance to scholars and policy makers with an interest in climate change politics and governance, community engagement and sustainable development.

Описание: As a reaction against persistent black exclusion from white American society, the novels of recent African American writers boldly celebrate the heritage of black culture. They acclaim a people once dispersed by racism and humiliation but now restoring its legacy of rich community life. For close examination of this theme Philip Page brings together five novelists who are in the forefront of contemporary fiction and shows how their voices combine for an ongoing dialogue on the importance of community to the African American world.Gaining its special force through addressing national concerns and through never backing away from the truth in the face of stubborn opposition, the fiction of Gaines, Naylor, Johnson, Cade-Bambara, and Wideman contributes to postmodernist debates on race, the repressed past, and the contemporary American conscience.
