During the United States’ last great era of free-market policies, before World War II, economic crises were always accompanied by unrest. "The history of capitalism," the economist Joseph Schumpeter warned in 1942, "is studded with violent bursts and catastrophes." In The End of Protest, Alasdair Roberts explains how, in the modern age, governments learned to unleash market forces while also avoiding protest about the market’s failures.

Описание: The era of economic liberalization, spanning 1978 to 2008, is often regarded as a period in which government was simply dismantled. In fact, government was reconstructed to meet the needs of a globalized economy. Central banking, fiscal control, tax collection, regulation, port and airport management, infrastructure development-in all of these areas, radical reforms were made to the architecture of government. A common philosophy shaped all of these reforms: the logic of discipline. It was premised on deep skepticism about the ability of democratic processes to make sensible policy choices. It sought to impose constraints on elected officials and citizens, often by shifting power to technocrat-guardians who were shielded from political influence. It placed great faith in the power of legal changes--new laws, treaties, and contracts--to produce significant alterations in the performance of governmental systems. Even before the global economic crisis of 2007-2009, the logic of discipline was under assault. Faced with many failed reform projects, advocates of discipline realized that they had underestimated the complexity of governmental change. Opponents of discipline emphasized the damage to democratic values that followed from the empowerment of new groups of technocrat-guardians. The financial crisis did further damage to the logic of discipline, as governments modified their attitudes about central bank independence and fiscal control, and global financial and trade flows declined. It was the market that now appeared to behave myopically and erratically--and which now insisted that governments should abandon precepts about the role of government that it had once insisted were inviolable. A sweeping account of neoliberal governmental restructuring across the world, The Logic of Discipline offers a powerful analysis of how this undemocratic model is unraveling in the face of a monumental--and ongoing--failure of the market.

Luis Oca a seemed doomed to live in the shadow of cycling's greatest ever rider, Eddy Merckx-"The Cannibal." Their rivalry defined Oca a's entire career, yet he was the one rider capable of beating the all-conquering Merckx in his prime. After an impoverished upbringing he flourished at the sport he loved and in 1970 secured his biggest victory on home soil, winning the Vuelta a Espa a, and confirming his status as a Grand Tour challenger. But it was in the 1971 Tour de France that the battle between Merckx and Oca a reached its peak when, at the Orci res-Merlette stage, he inflicted on Merckx the worst defeat he would suffer in a major Tour, with an astonishing 120 kilometre solo breakaway through the Alps.
But then came one of most gut-wrenching crashes in Tour de France history when Oca a fell heavily on a Pyrenean descent, losing his leader's jersey, and with it his best chance of destroying Merckx's reputation of invincibility. In the midst of a torrential downpour, with minimal visibility, rider after rider crashed into the injured rider as he lay prone. The following day Merckx refused to wear the leader's jersey out of respect.
It was only when Merckx was missing from the start-line in 1973 that Oca a became Spain's second ever Tour de France winner. If Merckx had been present, Oca a's chances of success would have been far slimmer. Further triumphs amassed before his swansong in 1976, but Oca a's decline in later life reflects the immense struggle he embraced during the height of his career. An enigmatic outsider to both the Spanish and French throughout his career-never truly accepted in either country-he died in mysterious circumstances aged just 48.
A fascinating, complicated character both on and off his bike, Oca a's fierce determination, impetuosity and-some would say-recklessness created some of the most beautiful and gripping episodes in the history of the sport.
