Since 1991, Kyrgyzstan’s leaders have pursued a post-Soviet national identity. Their concepts failed to consolidate the country’s multi-ethnic society, and continuously antagonize civic values and ethnic myth. The author applies international relations theory to frame Kyrgyzstan’s identity crisis: The ruling elite has to manage tensions between their strong dependency on Russia as main donor and security provider and domestic challenges in their pursuit of a national identity. A legitimate national identity must represent both the foreign policy interests of the country and the demands of the Kyrgyz majority and ethnic minorities for representation. The Kyrgyz case unveils the complex dialectics of domestic pressure and external interests that have defined post-Soviet nation building in Russia’s near abroad.
Recent years have seen an increase in the number of African Americans elected to political office in cities where the majority of their constituents are not black. In the past, the leadership of black politicians was characterized as either “deracialized” or “racialized”—that is, as either focusing on politics that transcend race or as making black issues central to their agenda. This collection of articles is the result of the research project «The Polish local society in the process of European integration – a decade of experience», financed by the Polish National Science Centre (NCN). The aim was to investigate the process of integration in the EU of six selected local Polish communities. The same six communities had been studied ten years before, when Poland was preparing for the EU accession. The research was based on qualitative methodology. The results show that the knowledge of the EU in local Poland remains at a very low level. The exception is competence in the field of EU structural funds. These funds are the main factor which determines the positive attitude of Poles towards the EU and the Polish membership in it. At the same time the process of the construction of a European identity in terms of values remains very problematic.

It also explores the various creative ways in which local leaders and community members make sense of their local governance environment. It then draws on these insights to provide a more nuanced, contextualised account of the impact of institutional interventions, state-building and democratisation within these villages. While set in the context of state- and nation-building efforts following Timor-Leste's vote for independence, the book also provides a broader examination of the issues that arise for the postcolonial state adequately meeting the needs of its citizens. Further, it explores the challenges that are met by communities when incorporating state influences and demands into their everyday lives.
