The Nile River Basin faces a huge challenge in terms of water security. With an expected doubling of the population in the basin in the next twenty-five years, water supply in the basin will be further depleted as demands for agriculture, domestic and industry continues to grow. Water availability in the basin will also be threatened by climate change and variability and pollution from increased agricultural and industrial activities and from urban areas. However with limited up-to-date ground observations, in terms of duration, completeness, and quality of the hydro-meteorological records it is difficult to draw an appropriate picture of the water resources conditions.
The Water Accounting Plus (WA+) system designed by IHE Delft with its partners FAO and IWMI has been applied to gain full insights into the state of the water resources in the basin.
Описание: This document describes the methodology used to produce data through the portal on Water Productivity through Open Access of Remotely sensed derived data (WaPOR). It specifically concerns data at 250m (Level 1), 100m (Level 2) and 30m (Level 3) resolution distributed through WaPOR Version 2, which was launched in June 2019 based on extensive internal and external validation and quality assessment.
The portal provides open access to various spatial data layers related to land and water use for agricultural production and allows for direct data queries, time series analyses, area statistics and download of key variables to estimate water and land productivity gaps in irrigated and rainfed agriculture. As of today, it provides access to 11 years of continued observations over Africa and the Near East.
Achieving food security while using water resources in a sustainable manner represents a major challenge for current and future generations. An increasing population, economic growth and climate change all add to the pressure on available resources, including intensive water use for agriculture. Systematic monitoring of water productivity through the use of remote sensing techniques can help to identify gaps and evaluate appropriate solutions.

Описание: Investments on the order of US$6 billion are estimated to be needed in the water sector in Nigeria in the next 10 years if the country is to achieve universal water supply coverage. This is the main finding of State Water Agencies in Nigeria: A Performance Assessment, in which the objective is to provide the government of Nigeria with a structured and coherent quantitative snapshot of the state of its urban water sector. The report focuses on water provision services from the States' Water Authorities or Water Boards (SWAs) as they are the major and only regulated agencies that provide water to the urban population. Sanitation provision is not addressed because the majority of SWAs do not provide this service to their customers. This report highlights the issues related to the performance of SWAs, tariffs levels and structures, financing mechanisms, and concerns with governance within the SWA and state governments. For example, due to accelerated urbanization and migration of the population to the large cities, the average coverage by SWAs is about 40 percent, and the average domestic water consumption was 26 liters per capita per day in 2013, well below the recommended average. The remaining majority of the population relies on alternative service providers. To the extent possible, the report also shows the impact of these institutional weaknesses on customers' costs, fiscal subsidies to the sector, and financing requirements that are needed to scale up the investment and showcase that the related operational and maintenance expenditure of the SWAs can actually be covered from the various financing sources. In fact, the coping costs of the population getting water from alternative water providers is assessed at US$700 million a year, and this number is growing. In addition, utilities get about US$100 million in operational subsidies that cover labour, electricity, and other operational costs. State Water Agencies in Nigeria: A Performance Assessment provides the government of Nigeria with a structured and coherent quantitative snapshot of the state of its urban water sector. Ultimately, this report is a first step toward performance benchmarking in Nigeria's water and sanitation sector. The findings summarized in this publication should eventually serve as a tool for utilities and their authorities and stakeholders, as well as for bilateral and multilateral donors in their efforts to monitor the performance and progress of each water provider and the sector as a whole.

Quantitative research with respect to the combination of engineering and socialcultural- religious aspects based on the Tri Hita Karana philosophy in Subak irrigation schemes is original in the field of land and water development. A scenario analysis needs a good and careful system approach. Based on a Generic Algorithm the RIBASIM model was applied using the dependable 80% of discharge and shifting the start of land preparation. The results provide evidence that the cropping pattern of the fifth scenario results in an overall optimal agriculture production of the Subak schemes.
The recoverable flow considered in the river basin scheme model plays an important role in the optimisation. Nevertheless, if a normal hydro-climate occurs, the other scenarios, especially the first scenario, can be applied as well. When the indigenous knowledge of farmers is compromised with present day knowledge of agricultural and technological developments, capability of these farmers increases, thus reflects the applicability of the Tri Hita Karana philosophy on harmony among people and harmony among people and nature.
