In From the Outside In, Carolyn T. Adams addresses the role of suburban elites in setting development agendas for urban municipalities and their larger metropolitan regions. She shows how major nongovernmental, nonmarket institutions are taking responsibility for reshaping Philadelphia, led by suburban and state elites who sit on boards and recruit like-minded suburban colleagues to join them. In Philadelphia and other American cities, Third Sector organizations have built and expanded hospitals, universities, research centers, performing arts venues, museums, parks, and waterfronts, creating whole new districts that are expanding outward from the city's historic downtown. The author draws on three decades of scholarship on Philadelphia and her personal experience in the city’s nonprofit world to argue that suburban elites have recognized the importance of the central city to their own future and have intervened to redevelop central city land and institutions. Suburban interests and state allies have channeled critical investments in downtown development and K–12 education. Adams contrasts those suburban priorities with transportation infrastructure and neighborhood redevelopment, two policy domains in which suburban elites display less strategic engagement. From the Outside In is a rich examination of the promise and difficulty of governance that is increasingly distinct from elected government and thus divorced from the usual means of democratic control within an urban municipality.

This book is the fruit of scientific research conducted using quantitative and qualitative methods regarding the mutual relations between the media elites and the political elites in Poland. The authors of this work focus on several virtuous aspects of this issue: on the characteristic model of opinion-forming journalism, also on the differences presented by female and male journalists in the assessment of the relations between politicians and journalists, as well as on the differences between local and national level of mass media in terms of external and internal autonomy of journalists, next on the importance of opinion-forming media in the process of creating a sense of political subjectivity in their recipients, and finally on the phenomenon of politicization of cultural issues in opinion-forming weeklies in Poland.

Middlemen of Modernity explores these elites and their actions in a region in northeastern Japan, presenting a view of the transformation of Japanese agriculture from the late nineteenth century to the mid-twentieth century.Meiji-era agricultural policy called for village elites to mobilize their wealth and local reputations to introduce improved farming methods, transform the physical landscape, and increase agricultural production. Farmers looked to the same figures to use their elevated status and government connections to direct public funds toward building prosperous villages. But economic shocks and social change created a new generation of elites with their own vision for agricultural improvement, leading to conditions that caused famine, economic disparity, and village unrest. The official and local responses to these discrepancies brought an end to the elite leadership of agricultural development at the beginning of the twentieth century, but its legacy set the course for farming and rural Japanese society for the next half century.Middlemen of Modernity offers a new perspective on Japanese modernization, one in which farming villages were neither premodern relics nor secondary concerns for the architects of the new nation. Modernity was worked out in the mud of rice paddies, as much as in any stateroom or factory, and the communities of Miyagi and villages throughout Japan helped shape the modern state, even as they were shaped by it. Mining a wealth of local sources, Christopher Craig provides a comprehensive study studded with stories of individual actors that remains closely connected to Japan's development and presents a history of agriculture from the early Meiji period to the postwar American occupation. Описание: "Who rules in Eastern Europe?" became a fundamental question for western researchers and other observers after communist regimes were established in the region, and it gained further importance as state socialism expanded into Central Europe after the Second World War. A political order which, according to Leninist theory of the state and to subsequent Stalinist political practice, was primarily a highly centralised and repressive power organisation, directed, as if it were natural, researchers attention towards the highest echelon of office holders in party and state. Extreme centralisation of power in these regimes was consequently linked to an elitist approach to analysing them from a distant viewpoint. It is one of the many paradoxes of state socialism, that a social and political order which presumptuously claimed to be the final destination of historical development and to be based on deterministic laws of social evolution, which claimed an egalitarian nature and denied the significance of the individual, was per- ceived through the idiosyncrasies, rivalries and personal traits of its rulers. The largest part of these societies remained in grey obscurity, onlyoccasion- ally revealing bits of valid information about a social life distant from the centres of power. It is debatable whether this top-headedness of western re- search into communist societies created a completely distorted picture of re- ality, however, it certainly contributed to an overestimation of the stability of these regimes, an underestimation of their factual diversity and a misjudge- ment of the extent of conflicts and cleavages dividing them.
