In the familiar tale of mass migration to France from 1880 onwards, we know very little about the hundreds of thousands of women who formed a critical part of those migration waves. In Reproductive Citizens, Nimisha Barton argues that their relative occlusion in the historical record hints at a larger and more problematic oversight: the role of sex and gender in shaping the experiences of migrants to France before the Second World War.

Barton's compelling history of social citizenship demonstrates how, through the routine application of social policies, state and social actors worked separately towards a shared goal: repopulating France with immigrant families. Filled with voices gleaned from census reports, municipal statistics, naturalization dossiers, court cases, police files, and social worker registers, Reproductive Citizens shows how France welcomed foreign-born men and women, mobilizing naturalization, family law, social policy, and welfare assistance to ensure they would procreate, bearing French-assimilated children. Immigrants often agreed to this bargain because they, too, stood to gain from pensions, family allowances, unemployment benefits, and French nationality. By striking this bargain, they were also guaranteed safety and stability on a tumultuous continent.

Barton concludes that, in return for generous social provisions and refuge in dark times, immigrants joined the French nation through marriage and reproduction, breadwinning and child-rearing--in short, through families and family-making--which made them more French than even formal citizenship status could.

Borderline Citizens deftly shows the dynamic and contested meaning of American citizenship.

At a time when colonial officials sought to limit citizenship through the definition of Puerto Rico as a U.S. territory, Puerto Ricans tested the boundaries of colonial law when they migrated to California, Arizona, New York, and other states on the mainland. The conflicts and legal challenges created when Puerto Ricans migrated to the U.S. mainland thus serve, McGreevey argues, as essential, if overlooked, evidence crucial to understanding U.S. empire and citizenship.

McGreevey demonstrates the value of an imperial approach to the history of migration. Drawing attention to the legal claims migrants made on the mainland, he highlights the agency of Puerto Rican migrants and the efficacy of their efforts to find an economic, political, and legal home in the United States. At the same time, Borderline Citizens demonstrates how colonial institutions shaped migration streams through a series of changing colonial legal categories that tracked alongside corporate and government demands for labor mobility. McGreevey describes a history shaped as much by the force of U.S. power overseas as by the claims of colonial migrants within the United States.

Indian communities have existed in the Gulf emirate of Dubai for more than a century. Since the 1970s, workers from South Asia have flooded into the emirate, enabling Dubai's huge construction boom. They now compose its largest noncitizen population. Though many migrant families are middle-class and second-, third-, or even fourth-generation residents, Indians cannot become legal citizens of the United Arab Emirates. Instead, they are all classified as temporary guest workers. In Impossible Citizens, Neha Vora draws on her ethnographic research in Dubai's Indian-dominated downtown to explore how Indians live suspended in a state of permanent temporariness.

While their legal status defines them as perpetual outsiders, Indians are integral to the Emirati nation-state and its economy. At the same time, Indians—even those who have established thriving diasporic neighborhoods in the emirate—disavow any interest in formally belonging to Dubai and instead consider India their home. Vora shows how these multiple and conflicting logics of citizenship and belonging contribute to new understandings of contemporary citizenship, migration, and national identity, ones that differ from liberal democratic models and that highlight how Indians, rather than Emiratis, are the quintessential—yet impossible—citizens of Dubai.
