The debates in Congress over the tariff were acrimonious, with pitched arguments between politicians, interest groups, newspapers, and a broader electorate.The spreading of democracy caused by the tariff evoked bitter sectional controversy among Americans. Northerners claimed they needed a tariff to protect their industries and also their wages. Southerners alleged the tariff forced them to buy goods at increased prices. Having lost the argument against the tariff on its merits, in the 1820s, southerners began to argue the Constitution did not allow Congress to enact a protective tariff. In this fight, we see increased tensions between northerners and southerners in the decades before the Civil War began.As Tariff Wars reveals, this struggle spawned a controversy that placed the nation on a path that would lead to the early morning hours of Charleston Harbor in April of 1861.
Описание: Non-tariff measures are generally defined as policy measures other than ordinary customs tariffs that can potentially have an economic effect on international trade in goods, changing quantities traded, or prices or both. Since this definition is broad, a detailed classification is of critical importance so as to better identify and distinguish among the various forms of non-tariff measures. The classification of non-tariff measures presented here is a taxonomy of all those measures considered relevant in international trade today. It builds on an old UNCTAD classification known as the Coding System of Trade Control Measures and was developed by several international organizations forming what is called the MAST group (Multi-Agency Support Team) set up to support the Group of Eminent Persons on Non-tariff Barriers established by the Secretary General of UNCTAD in 2006. The MAST team discussed and proposed this classification, and is composed of: FAO, IMF, ITC, OECD, UNCTAD, UNIDO, World Bank and WTO. The classification is seen as evolving and should adapt to the reality of international trade and data collection needs.

More and more creativity is being used by countries to regulate trade in sectors of national interest and stay WTO compliant at the same time. It is all about how well policy-makers are able to make use of the ambiguity in the WTO Agreements negotiated decades ago to benefit their domestic industry. For exporters, just being aware of NTMs will not suffice. They have to be well versed with them, among other aspects of trade.
Attempts have been made to demystify NTMs by explaining the concepts of the WTO SPS and TBT Agreements hidden behind legal language and clearly explain what can be the norm and what is a violation. This book also looks at NTM regulations by countries where India has export potential, such as automobiles, chemicals, toys, textiles, etc., and the difference between policy making of developed and developing nations.
It cannot end without touching upon what India needs to do to discipline its domestic regulatory environment from the view of impact assessment and market surveillance. Both are related to the effective implementation of a regulation and thus need discussion in today's context.
