Why do autocrats build spectacular new capital cities? In The Geopolitics of Spectacle, Natalie Koch considers how autocratic rulers use "spectacular" projects to shape state-society relations, but rather than focus on the standard approach—on the project itself—she considers the unspectacular "others." The contrasting views of those from the poorest regions toward these new national capitals help her develop a geographic approach to spectacle.
Koch uses Astana in Kazakhstan to exemplify her argument, comparing that spectacular city with others from resource-rich, nondemocratic nations in central Asia, the Arabian Peninsula, and Southeast Asia. The Geopolitics of Spectacle draws new political-geographic lessons and shows that these spectacles can be understood only from multiple viewpoints, sites, and temporalities. Or, as many scholars have claimed, are urban politics so mired in stasis, gridlock and bureaucratic paralysis that dramatic policy change is impossible? Homelessness in New York City tells the remarkable story of how America’s largest city has struggled for more than thirty years to meet the crisis of modern homelessness through the landmark development, since the initiation of the Callahan v Carey litigation in 1979, of a municipal shelter system based on a court-enforced right to shelter. New York City now shelters more than 50,000 otherwise homeless people at an annual cost of more than $1 billion in the largest and most complex shelter system in the world. Establishing the right to shelter was a dramatic break with long established practice. Developing and managing the shelter system required the city to repeatedly overcome daunting challenges, from dealing with mentally ill street dwellers to confronting community opposition to shelter placement. In the course of these efforts many classic dilemmas in social policy and public administration arose. Does adequate provision for the poor create perverse incentives? Can courts manage recalcitrant bureaucracies? Is poverty rooted in economic structures or personal behavior? The tale of how five mayors—Koch, Dinkins, Giuliani, Bloomberg and de Blasio—have wrestled with these problems is one of caution and hope: the task is difficult and success is never unqualified, but positive change is possible. Cities can only exist because of the highly developed systems which underlie them, ensuring that energy, clean water, etc. are moved efficiently from producer to user, and that waste is removed. The urgent need to make the way that these services are provided more environmentally, socially and economically sustainable means that these systems are in a state of transition; from centralized to decentralized energy; from passive to smart infrastructure; from toll-free to road pricing. Such transitions are widely studied in the context of the influence of service providers, users, and regulators.
Until now, however, relatively little attention has been given to the growing role of intermediaries in these systems. These consist of institutions and organizations acting in-between production and consumption, for example; NGOs who develop green energy labelling schemes in collaboration with producers and regulators to guide the user; consultants who advise businesses on how to save resources; and travel agents who match users with providers. Such intermediaries are in a position to shape the direction that technological transitions take, and ultimately the sustainability of urban networks.
This book presents the first authoritative collection of research and analysis of the intermediaries that underpin the transitions that are taking place within urban infrastructures, showing how intermediaries emerge, the role that they play in key sectors - including energy, water, waste and building - and what impact they have on the governance of urban socio-technical networks.
