Paratransit in African Cities: Operations, Regulation and Reform

Описание:

Public transport systems in contemporary Sub-Saharan African cities are heavily reliant upon paratransit services. These services are defined as informal transportation which operates between the public and individual private spheres. In Africa paratransit is characterized by low quality of vehicles and chaotic management but it also provides cheap, accessible and flexible transport solutions for the urban poor. It is typically poorly regulated and operates as a set of informal businesses. A common result of weak public sector regulation and a fare strategy in which owners claim a fixed daily revenue target and drivers who keep the variable balance as income, is destructive competition and poor quality of service. There is an incontrovertible case for improving the quality, reliability and coverage of public transport systems, and some city governments have attempted to do so by initiating reform projects that envisage the phased replacement of paratransit operations with formalised bus rapid transit systems.

In this book the authors argue that there are, however, path dependencies and constraints that limit the possible extent of public transport system reform. Paratransit operations also have some inherent advantages with respect to demand responsiveness and service innovation. Attempts to eradicate paratransit may be neither pragmatic nor strategic. Two future scenarios are likely: hybrid systems comprised of both paratransit and formally planned modes; and systems improved by upgrades and strengthened regulation of existing paratransit services. The business strategies and aspirations of incumbent paratransit operators in three case cities - Cape Town, Dar es Salaam and Nairobi - are discussed, as well as their attitudes towards emerging public transport reform projects. International experiences of hybrid system regulation and paratransit business development are reviewed in order to explore policy options. The authors contend that policies recognising paratransit operators, and seeking contextually appropriate complementarity with formalised planned services, will produce greater benefits than policies ignoring their continued existence.

Описание:

Last Subway is the fascinating and dramatic story behind New York City's struggle to build a new subway line under Second Avenue and improve transit services all across the city. With his extraordinary access to powerful players and internal documents, Philip Mark Plotch reveals why the city's subway system, once the best in the world, is now too often unreliable, overcrowded, and uncomfortable. He explains how a series of uninformed and self-serving elected officials have fostered false expectations about the city's ability to adequately maintain and significantly expand its transit system.

Since the 1920s, New Yorkers have been promised a Second Avenue subway. When the first of four planned phases opened on Manhattan's Upper East Side in 2017, subway service improved for tens of thousands of people. Riders have been delighted with the clean, quiet, and spacious new stations. Yet these types of accomplishments will not be repeated unless New Yorkers learn from their century-long struggle.

Last Subway offers valuable lessons in how governments can overcome political gridlock and enormous obstacles to build grand projects. However, it is also a cautionary tale for cities. Plotch reveals how false promises, redirected funds and political ambitions have derailed subway improvements. Given the ridiculously high cost of building new subways in New York and their lengthy construction period, the Second Avenue subway (if it is ever completed) will be the last subway built in New York for generations to come.

Описание:

This edited collection examines the formation of urban networks and role of gateways in Europe from the Middle Ages to the modern world. In the past, gateway cities were merely perceived as transport points, only relevant to maritime shipping. Today they are seen as the organic entities coordinating the allocation of resources and supporting the growth, efficiency and sustainability of logistics (including both the transport and distribution of goods and services). Using different historical case studies, the authors consider how logistics shaped urban networks and were shaped by them.

City Logistics: Mapping The Future examines the key concepts of city logistics along with the associated implementation issues, methodologies, and policy measures. Chronicling the growth of city logistics as a discipline and how planning and policy have improved practice over the last ten years, it details the technologies, policies, and plans that can reduce traffic congestion, environmental impact, and the cost of logistics activities in urban freight transportation systems.

The book provides a comprehensive study of the modelling, planning, and evaluation of urban freight transport. It includes case studies from the US, UK, Netherlands, Japan, South Africa, and Australia that illustrate the experiences of cities that have already implemented city logistics, including the methods used to solve the complex issues relating to urban freight transport.

  • Presents procedures for evaluating city logistics policy measures
  • Provides an overview of intelligent transport systems in city logistics
  • Highlights the essential features of joint delivery systems and off-hour delivery programs
  • Supplies an overview of access restrictions and regulations related to city logistics in urban areas

Expert contributors from major cities around the world discuss regional developments, share success stories and personal experiences, and highlight emerging trends in urban logistics. Coverage includes mathematical modeling, public policy planning and implementation, logistics in urban planning designs, and urban distribution centers.

The book examines the impact of recent advancements in technology on city logistics, including information and communication technologies, intelligent transport systems, and GPS. It also considers future directions in city logistics, including humanitarian logistics, alternative transport modes in co-modality, last kilometer deliveries, partnerships between public and private sectors, alternative fuel vehicles, and emerging technologies such as 3D printing.
