Because of the nature of the topic, this research may be of interest to Chinese policy-makers. The role of administrative reform in state transformation has not been rigorously studied in China. Hence, the presentation of a framework for understanding the administrative reform process and its outcomes is an important contribution to the study of Chinese public policy. In addition, the thesis makes a general theoretical and case study contribution to the comparative public policy literature on administrative reform. This book seeks to make three main contributions to the studies of governance and public policy in China: Firstly, it provides the first account of governance in China since Mao’s legacy to Deng’s openness; Jiang’s inter development; Hu’s ‘harmonious society’ and then to the Xi’s ‘new era’. Secondly, this book clarifies the characteristics of each administration since the founding of New China. Especially, it combines traditional Chinese scholarship with Western thinking through the cultural assimilation of the policy transfer and lesson drawing and its application in Chinese context. Thirdly, it combines an understanding of localism, with developmental state theory and the New Authoritarianism and uses them to construct a theory of state transformation with Chinese characteristics.
Throughout the 1960s and 1970s, Ivory Coast was touted as an African miracle, a poster child for modernization and the ways that Western aid and multinational corporations would develop the continent. At the same time, Marxist scholars—most notably Samir Amin—described the capitalist activity in Ivory Coast as empty, unsustainable, and incapable of bringing real change to the lives of ordinary people. To some extent, Amin’s criticisms were validated when, in the 1980s, the Ivorian economy collapsed.
In African Miracle, African Mirage, Abou B. Bamba incorporates economics, political science, and history to craft a bold, transnational study of the development practices and intersecting colonial cultures that continue to shape Ivory Coast today. He considers French, American, and Ivorian development discourses in examining the roles of hydroelectric projects and the sugar, coffee, and cocoa industries in the country’s boom and bust. In so doing, he brings the agency of Ivorians themselves to the fore in a way not often seen in histories of development. Ultimately, he concludes that the “maldevelopment” evident by the mid-1970s had less to do with the Ivory Coast’s “insufficiently modern” citizens than with the conflicting missions of French and American interests within the context of an ever-globalizing world.

As a hybrid regime, Hong Kong has been governed by a state-business alliance since the colonial era. However, since the handover in 1997, the transformation of Hong Kong's political and socio-economic environment has eroded the conditions that supported a viable state-business alliance. This state-business alliance, which was once a solution for Hong Kong's governance, has now become a political burden, rather than a political asset, to the post-colonial Hong Kong state.
This book presents a critical re-examination of the post-1997 governance crisis in Hong Kong under the Tung Chee-hwa and Donald Tsang administrations. It shows that the state-business alliance has failed to function as an organizational machinery for supporting the post-colonial state, and has also served to generate new governance problems. Drawing upon contemporary theories on hybrid regimes and state capacity, this book looks beyond the existing opposition-centered explanations of Hong Kong's governance crisis. By establishing the causal relationship between the failure of the state-business alliance and the governance crisis facing the post-colonial state, Brian C. H. Fong broadens our understanding of the governance problems and political confrontations in post-colonial Hong Kong. In turn, he posits that although the state-business alliance worked effectively for the colonial state in the past, it is now a major problem for the post-colonial state, and suggests that Hong Kong needs a realignment of a new governing coalition.
