The steps which the Chinese state has taken to prevent disasters, mitigate their consequences, and reconstruct in the aftermath of disasters are therefore key issues. This book examines the single metropolis of Tianjin in northern China, a city which has suffered particularly badly from natural disasters – the great famine of 1958-61, the great flood of 1963 and the great earthquake of 1976. It discusses how the city managed these disasters, what policies and measures were taken to prevent and mitigate disasters, and to promote reconstruction afterwards. It also explores who suffered from and who benefited from the disasters. Overall, the book shows how disaster management was erratic, sometimes managed highly efficiently and in other cases disappointingly delayed and inept. It concludes that, although the Maoist state possessed formidable resources, disaster management was always constrained by other political and economic considerations, and was never an automatic priority.

A lethal mix of natural disaster, dangerously flawed construction, and reckless human actions devastated San Francisco in 1906 and New Orleans in 2005. Eighty percent of the built environments of both cities were destroyed in the catastrophes, and the poor, the elderly, and the medically infirm were disproportionately among the thousands who perished. These striking similarities in the impacts of cataclysms separated by a century impelled Steve Kroll-Smith to look for commonalities in how the cities recovered from disaster. In Recovering Inequality, he builds a convincing case that disaster recovery and the reestablishment of social and economic inequality are inseparable.
Kroll-Smith demonstrates that disaster and recovery in New Orleans and San Francisco followed a similar pattern. In the immediate aftermath of the flooding and the firestorm, social boundaries were disordered and the communities came together in expressions of unity and support. But these were quickly replaced by other narratives and actions, including the depiction of the poor as looters, uneven access to disaster assistance, and successful efforts by the powerful to take valuable urban real estate from vulnerable people. Kroll-Smith concludes that inexorable market forces ensured that recovery efforts in both cities would reestablish the patterns of inequality that existed before the catastrophes. The major difference he finds between the cities is that, from a market standpoint, New Orleans was expendable, while San Francisco rose from the ashes because it was a hub of commerce.
Building Effective Crisis Communications for Disaster Recovery: A Case of Earthquake Reconstruction and Rehabilitation in Sichuan, China reviews and evaluates public relations (PR) campaigns launched by the Chinese government to facilitate long-term disaster recovery after the Wenchuan earthquake in 2008. The Discourse of Renewal (DR) theory is employed to guide the study and explore how the Chinese government utilized communication to help communities recover from disaster and promote community growth. Steered by the co-creational perspective, this book also examines the influence of PR campaigns on the public’s situation awareness, attitude agreement, perceived care and concern, and ultimately the public’s relationship with the Chinese government in renewal. In addition to developing and testing a DR evaluation model, this study investigates the communication obstacles that constrain the effectiveness of DR. In-depth interviews, content analysis, and surveys are conducted to analyze the themes, characteristics, effectiveness, and barriers of the campaigns. The findings of Building Effective Crisis Communications for Disaster Recovery include that (1) DR theory, which has heretofore been developed and applied mainly in Western culture, can inform the study of crisis communication in an Eastern culture, especially in China, (2) DR employed in government campaigns can be very powerful in achieving PR goals in crisis renewal, and (3) imbalanced deployment of campaign resources can affect the outcome of DR. This book also discusses the implications of utilizing these findings to better plan and implement long-term DR campaigns.
