Описание: This publication presents the detailed results of the 2011 International Comparison Programme (ICP). The ICP is a worldwide statistical initiative that aims to estimate Purchasing Power Parities (PPPs) to be used as currency converters to compare the size and price levels of economies around the world.The program involved 199 economies from eight geographic regions: Africa, Asia and the Pacific, Commonwealth of Independent States, Latin America, the Caribbean, Western Asia, Pacific Islands, and the countries of the regular PPP programme managed by the Organisation for Economic Cooperation and Development (OECD) and the Statistical Office of the European Communities (Eurostat). The work reported herein was conducted by national implementing agencies that collected the necessary data in each economy; the regional coordination agencies that supported country activities, compiled the results and produced regional estimates; and the ICP Global Office, which coordinated and managed the work at the global level.The 2011 ICP results form a crucial information base for research in comparative analysis and policy making. They include PPPs and real expenditure values for GDP and its main aggregates for the reference year 2011 for 199 participating economies.

Описание: Public resources - if invested well in public infrastructure and services - can catalyze private and community efforts and unleash an inclusive growth and development process. But public investment attracts political interest, usually of the kind that undermines efficiency. Too often public projects are poorly designed, under-funded, long-delayed, or badly implemented, with little benefit to the population. This is a critical challenge for many countries, both rich and poor. Paradoxically, some countries are even unable to spend their limited investment budgets while others lack “shovel ready” projects for a fiscal stimulus. The quality of institutions is fundamental. This book identifies eight key institutional features that countries need to adopt to ensure that public investments support growth and development. Very broadly, the eight stages correspond to a disciplined system for guiding, appraising, reviewing and selecting projects that are most likely to stimulate inclusive development, and following through to ensure that they are implemented, adjusted, operated and evaluated to deliver the public services that citizens and the private sector expect. A review of over 30 countries suggests that these eight features are present in all countries that manage resources efficiently but most countries are missing key features. Not surprisingly, those weaknesses contribute to poor investment and development outcomes. Strengthening institutions for public investment management is critical to developmental success.This book provides a clear, non-technical discussion on approaches to improving project appraisal, dealing with uncertainty (an issue that is likely to grow in importance with the effects of climate change), integrating procurement skills into project design and implementation, and of managing the decision on public private partnerships. Power for all is still a long distance away – two thirds of the population remains without electricity and enterprises rank electricity as a top constraint to doing business. This sub-optimal situation coexists while vast energy resources remain untapped. One solution to harness these resources could be to tap into the concept of anchor load. Mining industry lends itself to the concept of anchor load as it needs power in large quantity and reliable quality to run its processes. Underpinned by a comprehensive database of mining projects between 2000 and 2020, this report explores the potential and challenges of using mining demand for power as anchor load for national power system development and expansion of electrification. This report finds that mining demand can indeed be a game-changer – an opportunity where policymakers and international community can make a difference in tapping the enormous mineral wealth of Africa for the benefit of so many people. The utilities would benefit from having mining companies as creditworthy consumers that facilitate generation and transmission investments producing economies of scale needed for large infrastructure projects, benefiting all consumers in the system. The mines would benefit from grid supply—typically priced much lower than self-supply—which allows them to focus on their core business, greatly enhancing their competitiveness. The country would benefit from more exports and tax revenues from mines, more job opportunities in local firms selling goods and services to the mines, and a higher GDP. The report estimates that mining demand for power can triple since 2000 going upto 23 GW in 2030. While South Africa will continue to be the dominant presence in mining landscape, its importance will reduce and other countries, primarily in Southern African region, will emerge as important contributers of mining demand for power. Simulations in countries with minimal power-mining interface suggests that bringing this demand explicitly into the power planning process can ensure more investments in both grid and off-grid power systems and potentially superior service delivery outcomes for mines as well as communities. These opportunities can also be attractive investment destinations for private sector. However, there are also risks and institutional roadblocks in power-mining integration – addressing many of them and employing risk mitigation mechanism are within the control of policymakers.

Nuclear power is no different. It is a product of a particular political economy and the question is whether that political economy can helpfully engage with the challenge of addressing the environmental crisis on a finite, inequitable and shared planet. For developing countries like India, who are presently making infrastructure investments which will have long legacies, it is imperative that these investments wrestle with such questions and prove themselves capable of sufficiency, greater equality and inclusiveness.
This book offers a critique of civilian nuclear power as a green energy strategy for India and develops and proposes an alternative "synergy for sustainability." It situates nuclear power as a socio-technical infrastructure embodying a particular development discourse and practice of energy and economic development. The book reveals the political economy of this arrangement and examines the latter's ability to respond to the environmental crisis.
Manu V. Mathai argues that the existing overwhelmingly growth-focused, highly technology-centric approach for organizing economic activity is unsustainable and needs to be reformed. Within this imperative for change, nuclear power in India is found to be and is characterized as an "authoritarian technology." Based on this political economy critique the book proposes an alternative, a synergy of ideas from the fields of development economics, energy planning and science, technology and society studies.
