Описание:
This book focuses on governance and management issues in the much publicized 'Ganga Rejuvenation Project', led by the Indian Prime Minister Mr. Narendra Modi. Attempts over the past three decades to clean up and rejuvenate one of the world's greatest rivers have proved futile. The major reasons for the lack of success are absence of long-term planning, poor co-ordination and failure to sustain whatever little infrastructure for water and sewage treatment could be developed. Focusing on these broad aspects, the book explores spaces for better governance through active community participation, knowledge management, prospects of Public-Private-Partnership, e-governance, youth education, waterfront development, lessons from past failures, comparative international analogies, utilization of external aid and global expertise in successful implementation of a sustainable long-term plan for a river basin's integrated development of both the economy and environment. A host of activities, such as, improving pollution monitoring systems, new development plans for tourism enhancement; river dredging and sewering riparian cities are already being carried in the hope of quick results. The Government of India has also appointed a task force for preparation of a long-term strategy. However, substantial knowledge gaps persist especially with regard to governance. This book aims to address the governance and policy issues and will be a very timely contribution to cleaning as well as rejuvenating Ganga, a river that is lifeline of millions of people.

Описание: Scale is an overlooked issue in the research on interactive governance. This book takes up the important task of investigating the scalar dimensions of collaborative governance in networks, partnerships, and other interactive arenas and explores the challenges of operating at a single scale, across or at multiple scales and of moving between scales. First published as a special issue of Policy & Politics, the volume explores the role of scale and scaling in a wide range of policy areas, including employment policy, water management, transportation planning, public health, university governance, artistic markets, child welfare and humanitarian relief. Cases are drawn from Asia, Australia, Europe, and North and South America and span all levels from local to global. Together, the theoretical framework and the empirical case studies sensitize us to the tensions that arise between scales of governance and to the challenges of shifting from one scale of governance to another.

Proposing an entirely new governance model to unleash innovation throughout local government
At a time when trust is dropping precipitously and American government at the national level has fallen into a state of long-term, partisan-based gridlock, local government can still be effective--indeed more effective and even more responsive to the needs of its citizens. Based on decades of direct experience and years studying successful models around the world, the authors of this intriguing book propose a new operating system (O/S) for cities. Former mayor and Harvard professor Stephen Goldsmith and New York University professor Neil Kleiman suggest building on the giant leaps that have been made in technology, social engagement, and big data.
Calling their approach "distributed governance," Goldsmith and Kleiman offer a model that allows public officials to mobilize new resources, surface ideas from unconventional sources, and arm employees with the information they need to become pre-emptive problem solvers. This book highlights lessons from the many innovations taking place in today's cities to show how a new O/S can create systemic transformation.
For students of government, A New City O/S: The Power of Distributed Governance presents a groundbreaking strategy for rethinking the governance of cities, marking an important evolution of the current bureaucratic authority-based model dating from the 1920s. More important, the book is designed for practitioners, starting with public-sector executives, managers, and frontline workers. By weaving real-life examples into a coherent model, the authors have created a step-by-step guide for all those who would put the needs of citizens front and center. Nothing will do more to restore trust in government than solutions that work. A New City O/S: The Power of Distributed Governance puts those solutions within reach of those public officials responsible for their delivery.
In recent years, we have witnessed the mushrooming of pro- democracy and protest movements not only in the Arab world, but also within Europe and the Americas. Such movements have ranged from popular upheavals, like in Tunisia and Egypt, to the organization of large-scale demonstrations against unpopular policies, as in Spain, Greece and Poland. What connects these different events are not only their democratic aspirations, but also their innovative forms of communication and organization through online means, which are sometimes considered to be outside of the State's control. At the same time, however, it has become more and more apparent that countries are attempting to increase their understanding of, and control over, their citizens' actions in the digital sphere. This involves striving to develop surveillance instruments, control mechanisms and processes engineered to dominate the digital public sphere, which necessitates the assistance and support of private actors such as Internet intermediaries. Examples include the growing use of Internet surveillance technology with which online data traffic is analysed, and the extensive monitoring of social networks. Despite increased media attention, academic debate on the ambivalence of these technologies, mechanisms and techniques remains relatively limited, as is discussion of the involvement of corporate actors. The purpose of this edited volume is to reflect on how Internet-related technologies, mechanisms and techniques may be used as a means to enable expression, but also to restrict speech, manipulate public debate and govern global populaces.
This book was published as a special issue of the Journal of Information Technology and Politics.
