For over a decade since World War I, liberalism, nationalism, conservatism, social democracy, Christian democracy, communism, fascism, and every variant of these movements struggled for power. Although the constitutional framework boldly enshrined liberal democratic values, the political spectrum was so broad and fully represented that a stable parliamentary majority required constant compromises--compromises that alienated citizens embittered by national humiliation in the war and ensuing treaty, struggling to survive in economic turmoil, and confused by rapidly changing cultural norms. As positions hardened, the door was opened to radical alternatives.

The Weltbьhne had three editors--the uncompromising style-conscious Siegfried Jacobsohn, the sharp-tongued, satirical Kurt Tucholsky, and the enigmatic, aristocratic Carl von Ossietzky, martyred by the Nazis. The radical, intellectual elite of Germany (and to come extent outside Germany) contributed to the journal -- Heinrich Mann, Alfred Polgar, Erich Kдstner, Alfred Doblin, Bertolt Brecht, Leonhard Frank, Theodor Plievier, Rene Schickele, Lion Feuchtwanger, Ernst Toller, Arnold Zweig; also Arthur Koestler, Romain Rolland, Henry Barbusse, and Leon Trotsky. These men stood for the demilitarization of Germany, the purge of the reactionary administration and judiciary, the end of all restraints on human rights (including the restraints on abortion and homosexuality), complete equality of women, pacifist educational policies, the intellectualization of politics and politicization of the intellectuals, unity of the working-class parties, and socialism. When, on May 11, 1933, on Opera Square in Berlin, the stormtroopers burned books of fifteen authors sinning against the German Volk, thirteen of them had made contribution to the Weltbьhne; and since many of them were Jews, the auto-da-fй gave special pleasure to the mob. Mr. Deak recreates with unusual empathy the atmosphere of the era, characterized by terrific social and political issues, which eventually lead to the disaster of the Thirties. The campaigns of the Weltbьhne failed, and the contributors were killed or went into exile, with the journal itself moving from Berlin to Vienna to Prague to Paris before it died. Civil-military relations have been a consistent theme of the history of the Weimar Republic. This study focuses on the career of General Walther Reinhardt, the last Prussian Minister of War and the First Head of the Army Command in the Weimar Republic. Though less well known than his great rival, Hans von Seeckt, Reinhardt's role in forming the young Reichswehr and his writings on warfare made him one of the most important and influential military figures in interwar Germany. Contrary to the conventional view that civil-military relations were fraught from the outset, the author argues, Reinhardt's contribution to the military politics of the Weimar Republic shows that opportunities for reform and co-operation with civilian leaders existed. However, although he is primarily seen as a liberal General, this study demonstrates that he was motivated by professional military considerations and by the specter of a future war. His ideas on modern warfare were amongst the most radical of the time.
