Описание: <em>Enhancing the Capabilities of Central Finance Agencies: Synthesis Report</em> presents the findings of a study of the functions performed by CFAs, defined as government organisations that carry out financial management functions for the whole of government. Using a political economy approach to the analysis of CFAs in ten case studies of low-income countries, the report identifies the principal constraints on the capability of CFAs as: interventions by the head of the state, sometimes outside the provisions of the constitution and budget law, in executive decisions on the institutional arrangements and fiscal policy; deficiencies in management, ranging from excessively centralised and hierarchical decision-making processes to poor staff management and record keeping; and inadequate coordination among donors - and between donors and their clients in finance and planning ministries - in designing and implementing strategies for reforming CFAs and PFM systems. <br><br>Drawing on results of the cross-country survey of CFAs, the first of its kind, the report presents evidence and offers explanations for an inverted U-curve for the concentration of central finance functions across country income groups. In low-income countries, CFA functions are often poorly defined and may be performed by agencies other than the Finance Ministry, leading to fragmented and inconsistent policy implementation. Middle income countries tend to concentrate central finance functions in the Finance Ministry to strengthen their control. In high-income countries, Finance Ministries tend to retain control of policy but delegate operational functions to specialised agencies. The report will be of interest to country authorities seeking to improve coordination across central finance functions and other stakeholders in the reform process

Описание: Mainland Tanzania exemplifies the developing world’s struggle to achieve middle-income status while confronting widespread poverty and substantial health challenges. Tanzania’s struggle with HIV/AIDS, reproductive and child health, malaria, and tuberculosis are characterised by both positive recent trends and persistent challenges. A high disease burden coupled with finite public sector resources has led the government of Tanzania to increasingly seek innovative tools to protect the health and wellbeing of its citizens. Previous reform efforts have included decentralising decision making authority to local governments to improve the responsiveness of public sector programs and partnering with faith-based health facilities to expand the government’s reach into rural areas.In recent years, the government has increasingly tried to leverage the private health sector’s capacity to strengthen the Tanzanian health system—first by removing the ban on private practice in 1991 and then by emphasising PPPs in its national health policies and strategic plans. In response, the private health sector has grown and organised into several umbrella organisations, such as the Christian Social Services Commission (CSSC), the Association of Private Health Facilities in Tanzania (APHFTA), and the National Muslim Council of Tanzania (BAKWATA). Together, the public and private sectors have laid the policy groundwork for improved collaboration. Engaging the private sector beyond dialogue and operationalising PPPs has proven more difficult due to lingering distrust and a lack of communication between the sectors at lower levels. Currently, the private health sector is actively involved in the delivery of key health services, especially related to family planning, child health, and malaria. However, there are numerous private health sector providers and other actors that the Tanzanian government can better leverage to relieve the burden on public sector resources and produce better health outcomes for all Tanzanians.This assessment makes several recommendations to eliminate current obstacles, especially around the areas of the policy and governance, health financing, service delivery, pharmaceutical procurement, and human resources for health.

Описание: At present, different concentrating solar thermal technologies (CST) have reached varying degrees of commercial availability. This emerging nature of CST means that there are market and technical impediments to accelerating its acceptance, including cost competitiveness, an understanding of technology capability and limitations, intermittency, and benefits of electricity storage. Many developed and some developing countries are currently working to address these barriers in order to scale up CST-based power generation. Given the considerable growth of CST development in several World Bank Group partner countries, there is a need to assess the recent experience of developed countries in designing and implementing regulatory frameworks and draw lesson that could facilitate the deployment of CST technologies in developing countries. Merely replicating developed countries’ schemes in the context of a developing country may not generate the desired outcomes. Against this background, this report (a) analyzes and draws lessons from the efforts of some developed countries and adapts them to the characteristics of developing economies; (b) assesses the cost reduction potential and economic and financial affordability of various CST technologies in emerging markets; (c) evaluates the potential for cost reduction and associated economic benefits derived from local manufacturing; and (d) suggests ways to tailor bidding models and practices, bid selection criteria, and structures for power purchase agreements (PPAs) for CST projects in developing market conditions.|Security sector reform (SSR) is widely recognized as key to conflict prevention, peace-building, sustainable development, and democratization. SSR has gained most practical relevance in the context of post-conflict reconstruction of so-called ""failed states'"" and states emerging from violent internal or inter-state conflict.
