By focusing on two key instruments of twentieth-century economic and social policy, Aid to Families with Dependent Children and the federal income tax, Tax and Spend explains the antitax logic that has guided liberal policy makers since the earliest days of Franklin Roosevelt's presidency. Grounded in careful archival research, this book reveals that the liberal social compact forged during the New Deal, World War II, and the postwar years included not only generous social benefits for the middle class—including Social Security, Medicare, and a host of expensive but hidden state subsidies—but also a commitment to preserve low taxes for the majority of American taxpayers.
In a surprising twist on conventional political history, Michelmore's analysis links postwar liberalism directly to the rise of the Republican right in the last decades of the twentieth century. Liberals' decision to reconcile public demand for low taxes and generous social benefits by relying on hidden sources of revenues and invisible kinds of public subsidy, combined with their persistent defense of taxpayer rights and suspicion of "tax eaters" on the welfare rolls, not only fueled but helped create the contours of antistate politics at the core of the Reagan Revolution.

In Sunbelt Capitalism, Elizabeth Tandy Shermer tells the story of the city's expansion and its impact on the nation. The dramatic growth of Phoenix speaks not only to the character and history of the Sunbelt but also to the evolution in American capitalism that sustained it.
In the 1930s, Barry Goldwater and other members of the Phoenix Chamber of Commerce feared the influence of New Deal planners, small businessmen, and Arizona trade unionists. While Phoenix's business elite detested liberal policies, they were not hostile to government action per se. Goldwater and his contemporaries instead experimented with statecraft now deemed neoliberal. They embraced politics, policy, and federal funding to fashion a favorable "business climate," which relied on disenfranchising voters, weakening unions, repealing regulations, and shifting the tax burden onto homeowners and consumers. These efforts allied them with executives at the helm of the modern conservative movement, whose success partially hinged on relocating factories from the Steelbelt to the kind of free-enterprise oasis that Phoenix represented. But the city did not sprawl in a vacuum. All Sunbelt boosters used the same incentives to compete at a fever pitch for investment, and the resulting drain of jobs and capital from the industrial core forced Midwesterners and Northeasterners into the brawl. Eventually this "Second War Between the States" reoriented American politics toward the principle that the government and the citizenry should be working in the interest of business.

Americans Experience Russia analyzes how American scholars, journalists, and artists envisioned, experienced, and interpreted Russia/the Soviet Union over the last century. While many histories of diplomatic, economic, and intellectual connections between the United States and the Soviet Union can be found, none has yet examined how Americans' encounters with Russian/Soviet society shaped their representations of a Russian/Soviet 'other' and its relationship with an American 'west.'

The essays in this volume critically engage with postcolonial theories which posit that a self-valorizing, unmediated west dictated the colonial encounter, repressing native voices that must be recovered. Unlike western imperialists and their colonial subjects, Americans and Russians long co-existed in a tense parity, regarding each other as other-than-European equals, sometime cultural role models, temporary allies, and political antagonists. In examining the fiction, film, journalism, treatises, and histories Americans produced out of their 'Russian experience, ' the contributors to this volume closely analyze these texts, locate them in their sociopolitical context, and gauge how their producers' profession, politics, gender, class, and interaction with native Russian interpreters conditioned their authored responses to Russian/Soviet reality. The volume also explores the blurred boundaries between national identities and representations of self/other after the Soviet Union's fall.
