Описание:

Why has old-age security become less solidaristic and increasingly tied to risky capitalist markets? Drawing on rich archival data that covers more than fifty years of American history, Michael A. McCarthy argues that the critical driver was policymakers' reactions to capitalist crises and their political imperative to promote capitalist growth.Pension development has followed three paths of marketization in America since the New Deal, each distinct but converging: occupational pension plans were adopted as an alternative to real increases in Social Security benefits after World War II, private pension assets were then financialized and invested into the stock market, and, since the 1970s, traditional pension plans have come to be replaced with riskier 401(k) retirement plans. Comparing each episode of change, Dismantling Solidarity mounts a forceful challenge to common understandings of America’s private pension system and offers an alternative political economy of the welfare state. McCarthy weaves together a theoretical framework that helps to explain pension marketization with structural mechanisms that push policymakers to intervene to promote capitalist growth and avoid capitalist crises and contingent historical factors that both drive them to intervene in the particular ways they do and shape how their interventions bear on welfare change. By emphasizing the capitalist context in which policymaking occurs, McCarthy turns our attention to the structural factors that drive policy change. Dismantling Solidarity is both theoretically and historically detailed and superbly argued, urging the reader to reconsider how capitalism itself constrains policymaking. It will be of interest to sociologists, political scientists, historians, and those curious about the relationship between capitalism and democracy.

Описание: This bookargues that the implementation of compulsory, highly regulated, privatelyadministered, defined contribution pensions facilitates rent-seeking behaviouron the part of the pension fund administrators and undermines the retirees’income and well-being. While the book focuses primarily on Chile, its analysisand conclusions are applicable to several Latin American and Eastern Europeancountries where privately administered pension systems have been implemented. Chapters evaluate the scholarly literatureand empirical evidence around three aspects of the pension fund industry:structure, pricing and performance. The authors conclude that state regulationhas facilitated the accumulation of capital in the hands of the pension fundadministrators. They also demonstrate that these systems owe more to the valuesand principles of conservative philosophy than to neoliberalism in providingalternative solutions to the rent-seeking approach to retirement.

Описание: In the United Kingdom, retirement programs are being reconstructed to follow the American practice of abolishing mandatory retirement and increasing state pension ages. This timely book compares prospects for work and retirement at age sixty five-plus in both the United States and the United Kingdom. After exploring the shifting logic behind both nations policies policies that increase both the need and opportunities to work past age sixty five David Lain presents an original comparative statistical analysis on the wide range of factors influencing employment at this age, from the ability to move between jobs in order to remain employed to changing employment trends. He then proposes a series of policies to address these factors across the life-course and promote security and autonomy for older people. Pathways to employment after sixty five are complex, and pressures to work at this age are likely to result in very unequal outcomes. This book will play a vital role in creating a more positive, more equitable future for late careers and retirement."

Описание:

This monograph explores the historical position of pensions law in the UK and the recent influences which have led to the introduction of Auto-Enrolment and subsequent reforms. Alternative models, such as the US and Australia are also considered as well as the function of law in bringing about political changes.

The question of saving for retirement is of national and international importance and many governments are wrestling with the issue of how to deal with the pension funding crisis. Consequently political policy has, in many cases, combined with behavioural science to inform new laws which have acted to shift the burden from the state into the private sector. Around the world responsibility is being moved onto individuals and employers as the state retreats from provision of state support in retirement; this book offers a sophisticated analysis of the role of legal intervention to facilitate this shift.

The book explores the work of behavioural economics, its global influence on understanding financial decision making and its application to legislation which seeks to influence consumer outcomes. Drawing on qualitative empirical research to explore the experience of implementation of Auto-Enrolment, this timely work considers the interaction with the work of behavioural science to highlight the social costs of the new regulatory regime.

Описание: "Latin America's population is aging, and many among the growing elderly population are not protected by traditional pension schemes. In response, policy makers have been reevaluating their income protection systems so that between 2000 and 2013, the majority of Latin American countries reformed their social pension schemes to provide near-universal coverage for the elderly. Before this unprecedented wave of reform, most income protection in Latin America was provided through contributory pensions available only to formal sector workers. Considering that informal and unpaid employment characterize labor force participation throughout the region, many elderly were left vulnerable to poverty. The new noncontributory pension programs have alleviated this risk. But countries are still evaluating how to best balance the need for inclusivity with the need for fiscal sustainability. 'Beyond Contributory Pensions: Fourteen Experiences with Coverage Expansion in Latin America' examines recent reforms in Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Mexico, Panama, Paraguay, Peru, Trinidad and Tobago, and Uruguay. All countries share the goal of comprehensive pension coverage, but each has unique political environments, social conditions, and economic capacities. Design and implementation of coverage expansion, consequently, has diverged. Comparing results across the region reveals which policies have yielded the most equitable and sustainable outcomes. Each chapter includes a comprehensive analysis of a country's reform experience: a description of significant political and economic developments, the challenges of implementing income protection policies, and prospects for the reforms' durability over time. 'Beyond Contributory Pensions' represents a significant addition to the literature on income protection for the elderly."
