Sudan's conflicts are rooted in the creation of the state. During Sudan's Anglo-Egyptian colonial rule, the Arabic Muslim north and Christian and animist south were ruled as two distinct entities. The north was modernized but the south neglected, creating parallel entities which overlooked the diversity and historical interrelations between the areas.
Sudan's conflicts are rooted in the creation of the state. A 1947 policy change to unify them meant that when the country was granted independence in 1956, Sudan was left with a heavily unified and centralized state, ruled from the north. The south, which already had social and political grievances, feared it would be dominated by the Arabic and Islamist North. Promises to create a federal system were soon broken.
In 1955, tensions flared up and led to the outbreak of the first Sudanese civil war. The conflict, which featured successive coups and regime changes, ended with the 1972 Addis Abeba agreement and another promise of political autonomy for the South. Disputes over the discovery of oil in the south in 1979, together with President Nimeiry's decision to implement Islamic Sharia law for the whole of Sudan and end southern autonomy, led to a new surge in civil violence in 1983.

Описание: In 2005, the Government of Sudan and the Sudan People’s Liberation Movement (SPLM) signed the Comprehensive Peace Agreement (CPA) that ended the longest civil war in African history. Stein Erik Horjen argues that although this second civil war was not a religious one, religion still played an important role in the conflict. Ensuring freedom of religion was a high priority for the SPLM and for the Sudanese churches, which were instrumental in preparing the ground for the 2005 agreement in the same way they had been in facilitating the Addis Ababa Peace Agreement in 1972. Focusing on the pivotal role of the Sudanese churches through a grassroots peace process called People to People, Horjen examines the churches’ work in ensuring the success of the peace talks between the SPLM and the government sealed by the 2005 Peace Agreement. Taking up the role as the voice of the voiceless, the Sudanese churches challenged and criticized the military and political leaders in regards to abuses of power. In Reconciliation in the Sudans, Horjen details the tremendous suffering of the people during recurrent conflicts in Sudan and South Sudan. Understanding the history will allow the reader contextual insight into the latest conflict that erupted in South Sudan in 2013. The failure of including mechanisms for reconciliation in the CPA can be considered a main reason for this latest war.
THIS BOOK FOCUSES ON THE ROLE of the SPLM/A in the negotiating process that eventually brought about the Comprehensive Peace Agreement (CPA) in 2005. It presents a precise description and explanation of the processes involved in the design and implementation of the CPA and its predecessor, the Addis Ababa Agreement (AAA), signed in 1972. It takes an interpretative constructivist approach to underline the importance of studying the process by which peace agreements are made, particularly the concept of 'learning by doing'. The book concludes that the process by which the CPA was achieved challenges the widely held conviction in conflict resolution theories that armed conflicts are ended when the warring parties have reached a stalemate or when international pressure is high. The Sudanese experience suggests that a true peace agreement comes when the parties mutually acquire confidence through social interaction in the negotiating process. It was the back-and-forth dynamic of 'learning by-doing' through negotiation that was as important as any rationally based deal reflecting costs and benefits. Through these negotiating sessions the belligerent delegations were able to build mutual confidence and trust and were able to reciprocate and adjust their positions; a clear indication that both sides were increasingly able to compromise on their positions - something that had been lacking when negotiations began. Continuous interaction between opposing sides is, therefore, a vital element in conflict resolution. During these negotiations and the ongoing interaction, they required, Vice President Ali Osman Taha and the leader of the SPLM/A, Dr John Garang de Mabior, developed a personal relationship to the extent that they learned to trust one another. The IGAD mediators ensured that the gains made as a result of this personal relationship between the principal negotiators would lead to the eventual success of the mediation process.
