Описание: This book addresses the usefulness of knowledge discovery through data mining. With this aim, contributors from different fields propose concrete problems and applications showing how data mining and discovering embedded knowledge from raw data can be beneficial to social organizations, domestic spheres, and ICT markets.Data mining or knowledge discovery in databases (KDD) has received increasing interest due to its focus on transforming large amounts of data into novel, valid, useful, and structured knowledge by detecting concealed patterns and relationships.The concept of knowledge is broad and speculative and has promoted epistemological debates in western philosophies. The intensified interest in knowledge management and data mining stems from the difficulty in identifying computational models able to approximate human behaviors and abilities in resolving organizational, social, and physical problems. Current ICT interfaces are not yet adequately advanced to support and simulate the abilities of physicians, teachers, assistants or housekeepers in domestic spheres. And unlike in industrial contexts where abilities are routinely applied, the domestic world is continuously changing and unpredictable. There are challenging questions in this field: Can knowledge locked in conventions, rules of conduct, common sense, ethics, emotions, laws, cultures, and experiences be mined from data? Is it acceptable for automatic systems displaying emotional behaviors to govern complex interactions based solely on the mining of large volumes of data?Discussing multidisciplinary themes, the book proposes computational models able to approximate, to a certain degree, human behaviors and abilities in resolving organizational, social, and physical problems.The innovations presented are of primary importance for:a. Описание: Water has always been a source of risks and opportunities in the Middle East and North Africa. Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that water security is about much more than just coping with water scarcity. It entails ensuring the delivery of affordable and high quality water to citizens in order to reinforce relationships between service providers and customers and contribute to a renewed social contract. It involves managing the impacts of migration on water supplies to ensure -- against a backdrop of historic levels of displacement -- that both host and refugee communities enjoy equitable and reliable access without degrading water resources. As the report describes, water security is an urgent target, but also a target within reach. A host of potential solutions to the region's water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. Countries in the region also will need to engage civil society and youth as well as promote social inclusion.

Описание: According to recent estimates, about 1.5 billion people are affected by the conflict and instability that characterize fragile states, defined as those that are unable to fulfill basic state functions. This volume of The ANNALS addresses the questions of why and how some states succeed in becoming more robust, and others do not.
Paving new ground in theory development, the articles in this volume explore factors that contribute to institution-building in fragile states through comparative case studies. Such factors include the limits (and benefits) of domestic and foreign aid; the impact of a state's historical strength; the impact of colonial and postcolonial interventions; and the political economy incentives for political leaders to sustain state fragility. Overall, the studies illustrate that aid has both positive and negative effects on institution-building in fragile states. Aid has the potential to contribute to state robustness through changing incentives and shaping institutional structures directly. However, aid can also weaken states, depending on a state's domestic institutional legacy and political dynamics. The studies call for more research into theories of institution-building to further enhance those that have been discussed in this volume of The ANNALS.
