The lack of non-governmental inputs, absence of debate and systematic analysis prior to policy making results in ineffective policy formulation and action, obstructing the process of economic development. The study of public policy in commodity production (agriculture, industry), as well as tertiary sectors (services, trade and transport) is important to arrive at efficient and people friendly governance structures.
The collection of papers in the present volume, attempt at the development of an analytical framework for the formulation of development policy, bearing on crucial segments of the economy and society mainly, agriculture sector, industrial development, employment and entrepreneurship, urbanisation, weaker sections, and governance issues.

In this volume, a diverse group of experts—involved for years with the Nam Theun 2 dam in Laos—issue an urgent call for critical reassessment of the approach to, and rationale for, these kinds of large infrastructure projects in developing countries.In the 2000s, as the World Bank was reeling from revelations of past hydropower failures, it nonetheless promoted the enormous Nam Theun 2 project. This book examines US-Swiss relations in the context of Swiss banking secrecy and Holocaust related claims from World War II until the end of the 1990s. During World War II, Switzerland had been purchasing Reichsbank’s gold and safeguarded the assets of the victims of Nazi Germany. This deeply impacted US-Swiss relations in the 1990s, and fueled a major conflict over dormant accounts and heirless assets of Holocaust victims. The US pressured Switzerland for Holocaust restitution using economic sanctions and a negative PR campaign. This culminated in a billion-dollar settlement, a reevaluation of wartime history by the Swiss, and a blow to Switzerland’s international image. This book analyzes US policy towards Switzerland as a case of projection of US economic, as opposed to military power.
The multilateral development banks cumulatively channel billions of dollars annually in development assistance to borrower countries. This finance is usually spent through processes that incorporate the public procurement regulations of the banks and it is often a condition of this finance that the funds must be spent using the procurement regulations of the lender institution.
This book examines the issues and challenges raised by procurement regulation in the multilateral development banks. The book examines the history of procurement regulation in the banks; the tripartite relationship created between the banks, borrowers and contractors in funded procurements; the procurement documents and procurement cycle; as well as how the banks ensure competition and value for money in funded procurements. The book also examines the banks' approach to sustainability concerns in public procurement such as environmental, social or industrial concerns; as well as how the banks address the issue of corruption and fraud in funded contracts. Another issue that is addressed by this book is how the banks have implemented the aid effectiveness agenda. It will be seen that the development banks have undertaken steps to harmonise their policies and practices, increased borrower procurement capacity, taken steps to reduce the tying of aid, and play an important role in the reform of borrower procurement systems, all in an effort to improve the effectiveness of development finance. The book also considers the contractual and other remedies that are available to parties that may be aggrieved as a result of a funded procurement.
